Items # 2 and 4 may be appealed directly to the Coastal Commission, South Coast Area Office, 301 E. Ocean Blvd, Suite 300, Long Beach, CA, 90802 , pursuant to Section 13110 of the California Code of Regulations or if Title 14, Section 13573 of the California Administrative Code is applicable.
