City of Laguna HillsNotice of Planning AgencyPublic Hearing Notice is hereby given that the Planning Agency of the City of Laguna Hills will conduct a public hearing to consider the following: Conditional Use Permit No. USE-0231-2025, a request by Daniel Avdee, on behalf of Manifest Behavioral Health, for Approval of a Community Care Facility (Drug Abuse and Alcoholism Recovery Facility; Community Treatment and Rehabilitation Facility) Located at 23297 South Pointe Drive Environmental: The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Article 19 Sections 15301 and 15303 of Title 14, Chapter 3 of the California Code of Regulations (Class 1, Existing Facilities; Class 3, New Construction or Conversations of Small Structures) Date and Time of Hearing: March 10, 2026, 6:00 p.m., or as soon thereafter as possibleLocation of Hearing:City Council Chamber 24035 El Toro Road Laguna Hills, California 92653 Invitation to be Heard:All interested persons will be given an opportunity to comment on this item at the public hearing.
