COURTESY NOTICEMARCH 11, 2026, AT 3:00 P.M.THE MANHATTAN BEACH PLANNING COMMISSION WILL CONDUCT A STUDY SESSION TO CONSIDER PERMANENT REDEVELOPMENT OPTIONS FOR TWO CITY-OWNED PROPERTIES LOCATED AT 1155 MORNINGSIDE DRIVE (PARKING LOT 3) AND 400 MANHATTAN BEACH BOULEVARD Applicant:City of Manhattan BeachProject Locations:1155 Morningside Drive (Parking Lot 3) and 400 Manhattan Beach Boulevard ProjectDescription: On August 26, 2025, the City Council discussed potential permanent redevelopment options for two City-owned properties in downtown Manhattan Beach: Parking Lot 3 and 400 Manhattan Beach Boulevard (formerly U.S. Bank). Additionally, they directed City staff to pursue a public engagement program to help identify long-term redevelopment options for both properties. Since then, the City has completed the first phase of that program by collecting community input on redevelopment options for both properties. On January 20, 2026, the City Council narrowed down the list of potential redevelopment options to continue exploring and directed staff to continue implementing the public engagement program and to return with more information. Community Development staff will conduct a study session to obtain Planning Commission and community input related to those redevelopment options. EnvironmentalDetermination: Discussing the matter and receiving direction from the Planning Commission is not a “Project” as defined under Section 15378 of the California Environmental Quality Act (CEQA) Guidelines; therefore, the activity is not subject to CEQA pursuant to Section 15060(c)(3). However, the future redevelopment projects that the City Council identifies for each property at a later date are subject to CEQA and will be analyzed during a future phase.
