Notice of Proposed General Plan Amendment, Specific Plan and Annexation A public hearing will be held by the Planning Commission of the City of Modesto at 6:00 pm on Monday, April 20, 2026, in the Chambers, 1010 10th Street, Modesto, CA 95354, regarding the application of Abdo Mohamad to consider a General Plan Amendment, Specific Plan and Annexation for properties located at the northwest corner of Maze Blvd and N. Carpenter Road, to facilitate the development of an 8,106 sq ft event center and two 785 sq ft apartment units at 1609 and 1617 Maze Blvd. Staff has prepared an Initial Study/Negative Declaration, Environmental Assessment No. EA/C&ED 2024-11, which found that although the proposed project could have a significant effect on the environment, because all potentially significant effects (a) have been analyzed adequately in an earlier EIR or Negative Declaration pursuant to applicable standards, and (b) have been avoided or mitigated pursuant to that earlier EIR or Negative Declaration, including revisions or mitigation measures that are imposed upon the proposed project, no further review is required.All persons interested are invited to attend the public hearing at the above time and place in person and will be given the opportunity to be heard. All interested persons are also invited to participate in the public hearing by submitting comments via email to planning@modestogov.com. If you challenge the proposed action in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at or prior to the public hearing. If you are receiving this notice as a property manager for multiple residential units, please post this notice in a common area on a message board or similarly notify all residents.
