PUBLIC NOTICECITY OF NAPACOMMUNITY DEVELOPMENT BLOCK GRANTNOTICE OF AVAILABILITY OF FUNDS The City is seeking applications for approximately $860,000 in federal Community Development Block Grant program income funds under the Community Development Category. Applications will be considered for all eligible projects under the Community Development Category; however, higher consideration will be given to those projects that can be completed by December 31, 2026. Funding awards are anticipated to be made in June and should be fully spent by December 31, 2026. All funds will be allocated in accordance with federal guidelines to principally benefit low- and moderate-income persons residing in the City of Napa in accordance with priorities identified in the City’s Consolidated Plan. Electronic applications for the Community Development Block Grant program will be available beginning March 6, 2026 through an online application portal that can be accessed through the participant (applicant) portal link at: https://portal.neighborlysoftware.com/NAPACA/Participant . More information and the link is also available on the City’s website at https://www.cityofnapa.org/181/Community-Development-Block-Grant . For assistance accessing the portal, please contact Jonathen Sakamoto at jsakamoto@cityofnapa.org . The deadline for submittal of applications is Friday March 27, 2026 at 4:00 p.m. Applications must be submitted electronically through. https://portal.neighborlysoftware.com/NAPACA/Participant Applications will be reviewed by the CDBG Citizens’ Advisory Committee. The Committee meeting to review applications will be held April 6, 2026 at 5:30 p.m. in accordance with the Ralph M. Brown Act. It is anticipated that the City Council will review funding recommendations in May 2026. All interested parties are encouraged to apply for CDBG funds. The City will hold two sessions of a mandatory pre-application meeting. One meeting will be held on March 9th and a second meeting will be held on March 10th. Applicants are only required to attend one of the two meetings.
