We request bids from all qualified subcontractors and suppliers including: DVBE/DBE/SDVOSB/SBE/MBE/VOSB/WBE's for the following Project: Kennedy High School: Campus Modernization Phase 1.3 - Final GMP Bid Date: May 7, 2026 until 2:00PM Contact: Cody Lee, codyl@overaa.com Rick Moore rickm@overaa.com Anna Dissman annad@overaa.com Overaa was awarded a Lease-Leaseback (LLB) contract with West Contra Costa County Unified School District (WCCUSD) for this referenced project. We are requesting price proposals from all trades involved in the work, including but not limited to, Mechanical, Electrical, Plumbing, Fire Sprinkler, Earthwork & Grading, Underground Utilities, Structural Steel, Metal Frame & Drywall, and Aluminum Storefront & Glazing. The pricing should reflect the current design, compliance with proposal schedule, criteria required in the RFPQ, District Standards, and comprehensive solutions that provide for a complete compliant project. ***Please break-out pricing by Building A (Classrooms), Building B (Student Center), and Site package.*** SCOPE OF WORK Phase 1.3/Increment (2)- Construction of Building A (classrooms) & Building B (Student Center)- A. Construction of Building (A)Administration & Classroom Building. The approximate square footage of the building is 70,000sf. B. Construction of Building (B) Student Center (includes Multi-use Space with Theater Seating, Kitchen, Stage, Classroom, and Support Spaces. The approximate square footage of the building is 22,000sf. PROJECT LABOR AGREEMENT: PROJECT LABOR AGREEMENT: The school District has entered into a Project Labor Agreement that will bind all contractors and subcontractors performing work on the Project, and the DBE must agree to be bound by that Project Labor Agreement. Contractors whose scope of work are subject to SB 854 (Public Work Reform) shall register and renew annually with the California Department of Industrial Relations (DIR). DIR shall administer and enforce minimum requirements for contractors bidding and working on public works projects for compliance with prevailing wages, maintaining workers' compensation coverages, holding applicable licenses, verifying no delinquent unpaid or penalty assessments to any employee or enforcement agency, and confirming no federal or state debarments The Project Labor Agreement (PLA) and the Local Capacity Building Program (LCBP) are available on the District website: https://www.wccusd.net/Page/16220 All subcontractors are required to obtain a City of Richmond Business license if awarded the project. Acceptance of Subcontractor's bid is expressly conditioned upon Subcontractor's assent to all terms and conditions contained in the applicable Overaa standard agreement without modification. These agreements are available for viewing in the Bidding Opportunities tab on our website, https://www.overaa.com/subcontractors/bidding-opportunities. By submitting a bid, Subcontractor is certifying that it has read the applicable Overaa standard agreement (either the Subcontract Agreement or Purchase Order Agreement) in full and accepts all terms without modification. Further, by submitting a bid, Subcontractor waives any rights or claims it may have to modify the terms of the Overaa standard agreement, whether through negotiations, discussions, or other means. Overaa's standard agreements include the right for Overaa to require Subcontractors to furnish a faithful performance and labor bond, in a form and from a surety acceptable to Overaa, in the amount of 100% of the Subcontract price. Subcontractors will be required to comply with all subcontract insurance requirements, which includes providing a waiver of subrogation endorsement to their workers' compensation insurance. Overaa utilizes the environmentally friendly Textura electronic invoicing and payment system to streamline and expedite subcontractor invoicing and payment. Service fees charged by Textura for processing of electronic payments to Subcontractor shall be the responsibility of Subcontractor. Please contact our office if you would like more information.
