NOTICE IS HEREBY GIVEN that qualifications and separate, sealed hourly rate schedules will be received
at the City of Tulare City Clerk’s Office, 411 E. Kern Avenue, Tulare, California until 5:00 p.m. on Thursday, April 9, 2026, for the provision of the following:
 
REQUEST FOR QUALIFICATIONS
CITY OF TULARE ON-CALL CONSULTING SERVICES
 
Any submittal received after the hour stated above for any reason whatsoever will not be considered for any purpose but will be returned, unopened, to the proposer. The submission shall include the entire Request for Qualifications (RFQ) documentation and all addenda issued by the City, if any.
 
Request for Qualifications documents may be inspected and obtained in the office of the Engineering Division, 411 East Kern Avenue, Tulare, California 93274, or by calling (559) 684-4233, or by FAX (559) 685-5631, or on the City’s website http://www.tulare.ca.gov/. Please monitor the website for all information regarding this RFQ. The City will not send individual notifications of changes, updates, clarifications, or addenda; instead, it will post them on the City website.
 
The City also hereby affirmatively ensures that Minority Business Enterprises and Disadvantaged Business Enterprises (DBE), as defined in 49 CFR, Part 26, shall have the maximum opportunity to participate in the performance of contracts financed, in whole or in part, under an agreement as a result of this RFQ and will be afforded full opportunity to submit a Statement of Qualifications (SOQ) in response to this notice and will not be discriminated against on the basis of race, color, national origin, ancestry, disability, gender or religion in any consideration leading to the award of contract. No qualified disabled person shall, on the basis of disability, be excluded from participating in, be denied the benefits of, or otherwise be subjected to discrimination under any program or activity leading to the award of a contract.
 
All persons responding to this invitation shall be aware that their SOQ is deemed a public record and may be subject to disclosure upon request. The right is reserved by the City of Tulare to reject any or all responses, to waive any irregularities or informalities not affected by law, to evaluate the SOQs submitted, and to award the contract according to the Statement(s) of Qualifications that best serve the interests of said City.
