CITY OF WALNUT CREEK SUMMARY OF AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WALNUT CREEK AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WALNUT CREEK REZONING THE TWO ACRE PARCEL LOCATED AT 2717 N. MAIN STREET, 1530 SECOND AVENUE FOR THE PORSCHE DEALERSHIP PROJECT On March 17, 2026, the Walnut Creek City Council will consider adopting an Ordinance to rezone the property at 1530 Second Avenue from Service Commercial (SC) to a new Planned Development District (PD- number to be assigned) to allow technical deviations from the standard definitions of building height and floor area ratio (FAR) and facilitate a new, full-service, three-level Porsche automobile dealership providing vehicle sales and service at the 2.38-acre project site. Introduced on March 3, 2026, the proposed PD district would carry over all other zoning and development standards from the SC district and would remain consistent with the intent and use of the SC district. If adopted, the proposed Ordinance would calculate building height from the highest existing grade on the project site instead of the lower of existing or finished grade of the entire site. This change addresses natural slope conditions of the site and accurately reflect the building's massing. Additionally, the proposed Ordinance would exclude from the calculation of FAR additional accessory spaces such as parts storage, bathrooms, ramps, stairs, janitorial areas, etc., and calculate FAR using a gross lot area. These changes are consistent with the intent of the current SC district to exclude non-occupancy areas from floor area calculations and to address the site's topography and the proposed integrated, modern dealership design. Together, the changes proposed by the Ordinance are limited in nature and would allow a vertically integrated, modern dealership that supports efficient site planning, safe circulation, and compatibility with surrounding commercial uses. By separate resolution on March 3, 2026, the City Council determined that the proposed Ordinance and the dealership project is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15332, In-Fill Development Exemption.
