The project includes demolition of all existing on-site structures and the merger of three parcels into a single 2.38-acre site for redevelopment. The project also includes tree removals, tree-dripline protection, new landscaping, and new signage. The project requests creation of a Planned Development district (PD) to make modifications to height and floor area ratio (FAR) consistent with the intent of the underlying Service-Commercial zoning district. The City Council will consider making a determination that the proposed project is exempt from CEQA under CEQA Guidelines section 15332, and consider the introduction of an ordinance establishing the PD and approval of Design Review, Tree Removal and Dripline Encroachment Permits and Sign Ordinance Exception. On February 12, 2026, the Planning Commission adopted Resolution No. 4005 & 4006, recommending the City Council determine the project is covered by Class 32 CEQA Exemption, adopt the Planned Development (PD) Rezone, and to approve the Design Review, Tree Removal and Tree Dripline Encroachment Permit, and Sign Ordinance Exception.
