NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS April 8, 2026 Town of Paradise Public Works Department 5555 Skyway Paradise, CA 95969 WHAT IS BEING PLANNED? The Town of Paradise (Town), in coordination with the Department of Housing and Urban Development (HUD) and California Department of Housing and Community Development (HCD), proposes the Private Road Identification Safety Project to inventory and standardize private road street name signs which intersect public roads. This project would increase uniformity for daily emergency first responders as well as provide critical information in evacuation events by designating through or no-outlet roadways. This project will be townwide with over 500 locations. REQUEST FOR RELEASE OF FUNDS On or about April 16, 2026, the Town will submit a request to HCD for the release of Community Development Block Grant (CDBG) Mitigation-Resilient Infrastructure Program funds, 18-MITRIP, to undertake the Project for the purpose of Private Road Identification Safety Project in the Town of Paradise, California. Total estimated Project costs are $963,953 with an estimated HUD funded amount of $963,953. The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Categorical Exempt Subject To 58.5 (CEST) memo that documents the environmental determinations for this project is on file at the Town of Paradise Public Works Department, 5555 Skyway, Paradise, CA 95969, and may be examined or copied weekdays 8 A.M to 5 P.M. PUBLIC COMMENTS This notice is intended to meet two separate procedural requirements. Any individual, group, or agency may submit written comments on the CEST to Town of Paradise Public Works Department. Please specify if the comment is addressing the Environmental Review for Activity/Pro-ject that is Categorically Excluded, the Request for Release of Funds, or both. To submit comments, please contact Hunter Foor, Assistant Engineer by email at hfoor@townofparadise.com. All comments received by April 16, 2026, will be considered by the Town prior to authorizing submission of a request for release of funds. ENVIRONMENTAL CERTIFICATION The Town certifies to HUD that Michael O'Brien, Certifying Officer, in his capacity as the Chief Executive Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of fund and the Town's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Town of Paradise; (b) the Town of Paradise has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the Project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Jessica Hayes, Federal Recovery Branch Manager, Division Federal Financial Assistance, via phone (916) 620-3760 or in writing at California Department of Housing and Community Development at 2020 W.
