Purpose of This Meeting The South Coast Air Quality Management District (South Coast AQMD) has scheduled a Public Workshop to present and solicit information and suggestions from the public on Proposed Amended Rule 2011 - Requirements for Monitoring, Reporting, and Recordkeeping for Oxides of Sulfur (SOx) Emissions (PAR 2011), Proposed Amended Rule 2012 - Requirements for Monitoring, Reporting, and Recordkeeping for Oxides of Nitrogen (NOx) Emissions (PAR 2012), and Proposed Amended Rule 2015 - Backstop Provisions (PAR 2015), which are scheduled for a Public Hearing before the South Coast AQMD Governing Board on June 5, 2026 (subject to change). Background Rules 2011 and 2012 establish monitoring, reporting, and recordkeeping requirements for SOx and NOx emissions, respectively, under the RECLAIM program, including detailed electronic data submittal protocols via modem. The current modem-based reporting method is outdated and increasingly difficult to maintain. Rule 2015 requires RECLAIM annual audit reports to be presented to the Governing Board in a public hearing by March of each year. This timeline has proven challenging due to increased compliance verification with command-and-control rules. Objective of Proposed Amended Rules PAR 2011 and PAR 2012 will allow for an alternative electronic reporting pathway in addition to the existing modem-based method. PAR 2015 will revise the publication date and streamline the RECLAIM annual audit report. The proposed amendments also include minor editorial corrections and revisions for clarity. California Environmental Quality Act Pursuant to the California Environmental Quality Act (CEQA) and South Coast AQMD's certified regulatory program (Public Resources Code Section 21080.5 and CEQA Guidelines Section 15251(l) and South Coast AQMD Rule 110), the South Coast AQMD, as lead agency, is currently reviewing the proposed project (PAR 2011, PAR 2012, and PAR 2015) to determine if it will result in any potential adverse environmental impacts. Appropriate CEQA documentation will be prepared based on the analysis.
