NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN BY THE CITY OF DIAMOND BAR , that the City Council will conduct a public hearing on the following item to determine whether or not the subject request shall be approved under the provision of State law and the Diamond Bar City Code (DBCC). DATE AND TIME OF HEARING: Tuesday, March 17, 2026, 6:30 P.M. (or as soon thereafter that the matter can be heard) PLACE OF HEARING: South Coast Air Quality Management District Government Center Auditorium 21865 Copley Drive, Diamond Bar, CA 91765 You can participate in the meeting by visiting the City's website at https://www.diamondbarca.gov/agendas select the March 17, 2026 City Council Meeting and click on Agenda. The first page of the agenda provides detailed instructions on how to observe or participate in the meeting remotely. To listen only, dial the phone number and enter the access code provided on the agenda. In addition to phone access, the meeting may be viewed on Spectrum Cable Channel 3, Frontier FiOS Channel 47, and on the City's YouTube Channel (diamondbarca.gov/youtube). SUBJECT : Development Code Amendment No. PL202451 REQUEST : The City of Diamond Bar proposes to amend Title 22 of the Diamond Bar City Code (DBCC), adding Chapter 22.19 to establish multifamily and mixeduse residential Objective Design Standards (ODS) to implement State housing mandates. PROJECT ADDRESS: Citywide APPLICANT: City of Diamond Bar Community Development Department ENVIRONMENTAL DETERMINATION : This Project has been reviewed for compliance with the California Environmental Quality Act (CEQA). Based on that assessment, the City prepared Addendum No. 2 to the General Plan EIR (No. SCH 2018051066), which demonstrates that adoption of the ODS would not result in a new significant impact or a substantial increase in the severity of previously identified significant impacts analyzed in the Certified EIR for the City General Plan 2040. In addition, the information throughout the addendum affirms that there is no new information of substantial importance that was previously unknown and is now available. Therefore, a subsequent EIR would not be required pursuant to Section 15162 of the State CEQA Guidelines. The City has thus determined an addendum to the previously Certified EIR to be the appropriate environmental compliance document for the proposed project. PLANNING COMMISSION RECOMMENDATION: On February 24, 2026, the Planning Commission conducted a public hearing to review the matter described above and recommended that the City Council approve Development Code Amendment Planning Case No. PL202451.
