Full Notice Text
NOTICE TO PUBLIC REGARDING POTENTIAL FARE POLICY RECOMMENDATIONS The Board of Directors (Board) of the North County Transit District, operating as North County Transit San Diego Railroad and referred to herein as NCTD, will consider potential recommendations regarding proposed changes to the San Diego Association of Governments' (SANDAG) Regional Fare Policy and Comprehensive Fare Ordinance (Board Policy No. 029). Purpose of This Notice: This notice is provided in accordance with SANDAG's Public Participation Plan for Fare Changes (Board Policy No. 025, Section (E)(1.1)), which requires member agencies to inform the public prior to considering recommendations related to regional fare changes. Background: Transit agencies in the San Diego region, including NCTD and the San Diego Metropolitan Transit System (MTS), are projecting budget shortfalls in the next few years due to increasing operating costs and funding constraints. These projected shortfalls may affect service levels, including how often buses and trains run and how many routes are available. To address these challenges, SANDAG, NCTD, and MTS are evaluating potential modifications to the regional fare structure. NCTD will hold a public meeting at the April 16, 2026 Board of Directors meeting to discuss and possibly take action recommending that SANDAG adopt modifications to the Regional Fare Policy and Comprehensive Fare Ordinance, including the fare adjustments summarized below, or a substantially similar alternative.
