CITY OF UKIAH NOTICE OF PUBLIC HEARING OFF-STREET PARKING UPDATE ORDINANCE NOTICE IS HEREBY GIVEN that the City Council will hold a public hearing to consider introduction of an ordinance amending Ukiah City Code Chapter 2, Article 17, updating the City's off-street parking regulations, consistent with the adopted resolution and recommendation of the City Planning Commission, and the City's 2040 General Plan - Mobility Element. The purpose of this ordinance is to align minimum parking standards with current land use conditions and demand patterns, promote more efficient use of off-street parking areas, establish bicycle parking design and siting standards, and support a balanced, multi-modal transportation framework. The proposed amendments address parking space dimensions, surfacing and lighting requirements, parking ratios, bicycle parking standards, and administrative flexibility for parking reductions. The ordinance does not propose changes to any zoning designation and is limited in scope to the City's off- street parking regulations. PROJECT LOCATION: This is an amendment to Ukiah City Code Chapter 2, Article 17, that would apply to any parcel within City limits subject to off-street parking requirements. No parcels are proposed for rezoning as part of this action. PROJECT IMPACTS: The proposed ordinance amendment to off-street parking regulations and does not authorize any specific development, rezoning, or physical alteration of land. The amendment updates parking ratios, dimensional standards, bicycle parking requirements, and administrative procedures applicable to future development reviewed through existing discretionary and ministerial permit processes. No direct or indirect physical impacts to the environment are anticipated as a result of this action. The project is not subject to further environmental review and is exempt from CEQA under the common sense exemption (CEQA Guidelines Section 15061(b)(3)), as it can be seen with certainty that there is no possibility the ordinance would cause a significant effect on the environment. PUBLIC HEARING: City Council Regular Meeting DATE/TIME: May 20, 2026, at 5:15 p.m., or as soon thereafter as the matter may be heard.
