PUBLIC NOTICE HUMBOLDT COUNTY ZONING ADMINISTRATOR NOTICE OF PUBLIC HEARING On Thursday, April 16, 2026, at 10:00 a.m., or as soon thereafter as the matter can be heard, the Humboldt County Zoning Administrator will hold a public hearing at the Humboldt County Planning and Building Department, 3015 H Street, Eureka, California, and virtually via Zoom to consider the matter listed below. Mason Quarry, Conditional Use Permit: Blue Lake Area, Record Number PLN-2021-17298 (filed 06/14/2024); Assessor's Parcel Number (APN) 316-163-002. A 15-year renewal of an existing surface mining and reclamation plan permit SMR-02091X and conditional use permit CUP-14-91X for the Mason Quarry. The project includes intermittent and on demand extraction of heavy construction rock and rocky fill material. Mined material is used for road/highway maintenance and construction projects. The 2008 reclamation plan by LACO Associates estimated upwards of 50,000 CY of material extracted per year with an estimated annual increase of 65,000 CY. Pursuant to Section 15164 of the CEQA Guidelines, a Mitigated Negative Declaration was adopted in 2012 for a 15-year permit reapproval and modification of the permit. The mitigation measures along with the original conditions of approval and the modification will remain in effect with the reapproval with no changes proposed. This project is located in the Blue Lake Area on the North and South side of Sabertooth Road, approximately 1.4 miles from the intersection of State Highway 299 and Sabertooth Road, on the property known to be in Section 23 of Township 06 North, Range 03 East Humboldt Base & Meridian. Jorge Espinoza, Coastal Development Permit and Special Permit: Trinidad Area, Record Number PLN-2025-19445 (filed 12/04/2025); Assessor's Parcel Number (APN) 515-361-011. A Coastal Development Permit (CDP) for the remodel and addition to an existing approximately 3,024 square-foot, single-family residence with a 576 square-foot attached garage. The first and second floors will be remodeled and a 711 square-foot, partial third floor addition will be built as a master bedroom. The addition will increase the building's height to approximately 30 feet. The number of bedrooms (3) in the house will remain the same. The site is served with a diversionary water source and an on-site septic system. A Special Permit is required for Design Review. The project is exempt from environmental review per section 15301 (Existing Facilities). The project is in the Trinidad area, on the east side of Scenic Drive, approximately 500 feet south of the intersection of Baker Ranch Road and Scenic Drive, on the property known as 1237 Scenic Drive. A follow-up Coastal Development Permit (CDP) to a previously approved Emergency CDP (PLN-2025-19455) for the installation of a new stormwater DI (drainage inlet), connected to the existing stormwater DI in the pullout with an extended 47 feet of pipe. The existing drainage system is non-functional and is being extended to properly collect water and transport it downslope. The roadway has been undermined and has failed several times due to this runoff saturating the road prism. There was an imminent failure of the roadway shoulder and prism if the work was not performed before additional heavy winter storms. A Special Permit is required for Design Review. As lead agency, Caltrans found the project exempt from environmental review per section 15269(d) (Emergency Exemption) of the State CEQA Guidelines. The project site is in the Big Lagoon area, on the east side of State Highway 101, at post mile 112.3.
