PUBLIC NOTICE HUMBOLDT COUNTY PLANNING COMMISSION NOTICE OF PUBLIC HEARING On Thursday, April 16, 2026, at 6:00 p.m., or as soon thereafter as the matter can be heard, the Humboldt County Planning Commission will hold a public hearing in the Board of Supervisors' Chamber, Humboldt County Courthouse, 825 Fifth Street, Eureka, California, and virtually via Zoom to consider the matter listed below. Sunny West, LLC, Conditional Use Permit: Miranda Area, Record Number PLN-11025-CUP (filed 8/25/2026); Assessor's Parcel Number (APN) 212-041-005 and 214-233-008. A Conditional Use Permit for 40,000 square feet (SF) of existing outdoor cannabis cultivation and 4,000 SF of ancillary propagation. All water for cultivation is sourced from a permitted well. The water supply and all cultivation occur on a contiguous parcel APN 214-233-008. Existing available water storage is 101,200 gallons in a series of hard-sided tanks. Estimated annual water usage is 194,500 gallons. Drying, curing, and all other processing occurs APN: 212-041-005. A maximum of seven people will be onsite during peak operations. When needed, power will be provided by a renewable power source. An Addendum to a previously adopted Mitigated Negative Declaration has been prepared for consideration per �15164 of the State CEQA Guidelines. This project is located in Miranda Area at the property known as approximately 2.51 miles south from the intersection of State Highway 254 and French Road, on the property known as 2520 French Road. A Parcel Map Subdivision of APN 510-371-010, a 2.01-acre (87,406 square feet- gross) parcel, into four (4) parcels with sizes of approximately 0.46-acres (19,854 square feet- net), 0.25-acres (10,755 square feet- net), 0.59-acres (25,730 square feet- net) and 0.36-acres (15,846 square feet- net). The project requires a Coastal Development Permit (CDP) for the subdivision as well as to allow in total the construction of two primary residences, two accessory dwelling units (ADUs), and the conversion of an art studio into an ADU. A Special Permit (SP) is also requested to accommodate a Lot Size Modification below the minimum parcel size of 20,000 square feet (down to 10,000 square feet) pursuant to 313-99.1.1.2. Proposed parcels will be provided with gas and electric services by PG&E and MCSD for sewer and water. The project is exempt from further environmental review pursuant to CEQA Guidelines Section 15183 - Projects Consistent with a Community Plan or Zoning. The project site is located in the McKinleyville area, on the west side of Bolier Avenue, approximately 400 feet south of the intersection of Bolier Avenue and Eucalyptus Road and 0.45 miles from Bolier Avenue and Murray Road. The property address is 2424 Bolier Avenue. A two-year extension to a previously approved Major Subdivision, Conditional Use Permit, Design Review and Planned Development Permit (PLN-2021-17560) of an approximately 2.47-acre parcel into 17 parcels to be developed with a total of 58 residential units. The site will be served with community water and sewer provided by the McKinleyville Community Services District. As no new changes to the project are proposed, further environmental review is unnecessary under CEQA. This project is located in McKinleyville Area at the property known as 1820 Pickett Road.
