NOTICE OF PUBLIC HEARING HAYWARD PLANNING COMMISSION DATE: Thursday, March 12, 2026 TIME: 7:00 P.M. PLACE: City Hall Council Chamber (777 B Street, Hayward, CA 94541) and Virtual Platform via Zoom (please refer to the posted agenda in the Meeting & Agenda Center https://hayward.legistar.com/Calendar.aspx On the above date, at approximately the hour noted, the Hayward Planning Commission will hold a public hearing to obtain citizen input on the following matter. Please note the Planning Commission will hold a hybrid meeting which will allow for participation in the Council Chamber and virtually via the Zoom platform. Persons interested in participating are encouraged to review the posted agenda for additional details. VESTING TENTATIVE TRACT MAP (VTTM) AND SITE PLAN REVIEW (SPR) APPLICATION NO. TM-24-0007 FOR THE CONSTRUCTION OF 83 TOWNHOUSE CONDOMINIUM UNITS LOCATED 1101 AND 1103 WALPERT STREET Project Description: The proposed demolition of the existing Arc of the East Bay community center and development of 83 townhouse condominium units and related site improvements on a 4.83-acre portion of a 5.49 acre site, requiring approval of a Vesting Tentative Tract Map and Site Plan Review. Each unit has three or four bedrooms and a two-car garage, and range in size from approximately 1,514 to 1,825 square feet. Applicant: Caden Proctor, Waymark Development; Owner: Ronald Luter, ARC of the East Bay. Project Location: The property is located at 1101 and 1103 Walpert Street Assessor Parcel Numbers (APNs) 445-0040-001-01 and 445-0040-003-03, within the Medium Density Residential (RM) Zoning District and is designated Medium Density Residential (MDR) in the Hayward 2040 General Plan. California Environmental Quality Act (CEQA): The project is categorically exempt from CEQA pursuant to Section 15332 of the CEQA guidelines in that the project is an infill development on an area less than 5 acres that meets all the applicable eligibility requirements. The Planning Commission is being asked to review the proposed project and provide a determination. If the Planning Commission makes a decision on this matter on March 12, 2026, such action would begin a 10-day appeal period, which would run through 5:00 PM on Monday, March 23, 2026. If the Planning Commission decision is appealed and/or called up by the City Council, the application will be scheduled for review and disposition by the Council at a duly noticed public hearing. A copy of the staff report may be reviewed at https://hayward.legistar.com/Calendar.aspx. Staff reports are available the Friday before the hearing. Persons interested in the above project are invited to participate and/or provide written comment for or against this proposal. Due to the hybrid format of the meeting, written comments are strongly encouraged to be submitted to the project contact below 48-hours prior to the meeting to ensure all comments are adequately collected and presented at the meeting for review by the Planning Commission; however, written comments will still be accepted on the day of the meeting.
