NOTICE IS HEREBY GIVEN THAT A PUBLIC HEARING WILL BE HELD BY THE CITY OF HEMET CITY COUNCIL ON THE FOLLOWING:
Project: (ZOA 26-002) An Ordinance of the City of Hemet Amending a Portion of the Hemet Municipal Code, Chapter 90, Article XVI, Adding Section 90-38x of the Hemet Municipal Code Regulating Affordable Housing “By-Right” on Vacant Sites Identified in the City of Hemet Certified 5 th Cycle Housing Element Table H-39, and in Accordance with California Government Code Section 65583.2(c) and General Plan Housing Element Program H-3i.
Environmental Determination: The City has analyzed this proposed project and has determined that the Project is Categorically Exempt from the California Environmental Quality Act in accordance with California Public Resources Code Section 21080.17, as defined by Section 66314 to 66332 of the Government Code and CEQA Guidelines Section 15061(b)(3), the “common sense exemption” as it can be seen with certainty that there is no possibility that the proposed Ordinance may have a significant effect on the environment.
Planning Commission Action: On February 17, 2026, the City of Hemet Planning Commission found that the Project is Categorically Exempt from the California Environmental Quality Act in accordance with CEQA Guidelines Section 15061(b)(3) and recommended that the City Council adopt the proposed Ordinance establishing affordable housing “by-right” on vacant sites identified in the City of Hemet Certified 5 th Cycle Housing Element .
