NOTICE OF PUBLIC HEARING BEFORE THE PLANNING COMMISSION OFTHE CITY OF MANHATTAN BEACH TO CONSIDER ZONE TEXT AMENDMENTS RELATED TO THE IMPLENTATION OF FIVE PROGRAMS OUTLINED IN THE CITY’S 6 TH CYCLE HOUSING ELEMENTA public hearing will be held before the Planning Commission to consider the project described below: Applicant:City of Manhattan BeachProject Location:Citywide ProjectDescription: The City’s 6 th Cycle Housing Element was adopted by the City Council in September 2022 and certified by the California Department of Housing and Community Development in July 2023. The City’s Housing Element contains a series of programs that must be implemented to further the goals stated in the document. On February 25, 2026, the Planning Commission conducted a study session to provide input on proposed zone text amendments to the Manhattan Beach Municipal Code and Manhattan Beach Local Coastal Program necessary to implement five of those programs. The Planning Commission will formally consider the proposed zone text amendments in order to provide a recommendation to the City Council. EnvironmentalDetermination: The City has reviewed the proposed amendments (the “project”), which were contemplated in the environmental analysis of the City’s adopted Housing Element, for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a statutory exemption pursuant to Section 21080.085 of the Public Resources Code as CEQA does not apply to zone text amendments that implement the schedule of actions contained in an approved housing element pursuant to subdivision (c) of section 65583 of the Government Code. The amendments implement various programs outlined in the City’s certified Housing Element. Thus, no further environmental review is necessary.
