NAPA COUNTY FLOOD CONTROL AND WATERCONSERVATION DISTRICT JOINT ZONE PROJECT NO. 96-1(MAINTENANCE AND WATERSHED MANAGEMENT) NOTICE OF PUBLIC HEARING Pursuant to Section 13.5 of the Napa County Flood Control and Water Conservation District Act (the ‘Act’), NOTICE IS HEREBY GIVEN AS FOLLOWS: 1. Notice of Filing of Annual Project Report. On or before March 13, 2026 the District Engineer for the Napa County Flood Control and Water Conservation District (“District”) filed with the Secretary (“Clerk”) of the Board of Directors (“Board”), an Engineer’s Report (“Project Report for 2026-2027”) for Joint Zone Project No. 96-1 (“Project”), updating for the 2026-2027 Fiscal Year the Project Engineer’s Report (“original Report”) approved by the Board in 1996 when approving the Project and levying assessments to fund the Project for Fiscal Year 1996-1997, and applying the assessment methodology in the original Report to develop proposed assessments for the 2026-2027 Fiscal Year. Reference is made to the Project Report for 2026-2027 on file with the Clerk for specific information regarding the Project status and funding needs for Fiscal Year 2026-2027, the lists of parcels within each of the zones proposed to be assessed on the basis of special benefit to such parcels, the amounts of the proposed 2026-2027 assessments, a statement of the method of apportioning benefit to the parcels to be assessed, and a description of any adjustments made under the previously-approved assessment methodology. 2. Notice of Hearing to Consider Adoption of Project Report and Resolution of Intention to Levy Assessment and Set Public Protest Hearing. PLEASE TAKE NOTICE THAT A PUBLIC HEARING WILL BE HELD BEFORE THE BOARD OF DIRECTORS OF THE DISTRICT on April 21, 2026, at 9:00 a.m., or as soon thereafter as the matter can be heard, in Room 305 of the Napa County Administration Building, 1195 Third Street, Napa, California at which time the Board shall receive public comment concerning and decide whether to accept the filed Project Report for 2026-2027 and, if so, adopt a Resolution to set a time, place and method of notification for a public protest hearing regarding the proposed levy.
