PUBLIC NOTICE Draft Urban Water Management Plan (UWMP) 2025 and 2025 Water Shortage Contingency Plan (WSCP) Public Comment Meeting on April 28, 2026 and Public Hearing on May 12, 2026 EAST BAY MUNICIPAL UTILITY DISTRICT (EBMUD) released its DRAFT UWMP 2025 and 2025 WSCP for public review and comment beginning APRIL 6, 2026 through MAY 12, 2026. A virtual Public Comment meeting on the UWMP and WSCP will be held on APRIL 28, 2026 at 6:00 p.m. Any update to the public participation information for the April 28, 2026 virtual public comment meeting will be posted before the meeting at www.ebmud.com/uwmp. IN ADDITION, the EBMUD Board of Directors has fixed Tuesday, May 12, 2026 as the date of a Public Hearing ON THE UWMP AND WSCP during its regularly scheduled meeting that begins at 1:15 p.m. in the District's Administration Building Boardroom located at 375 Eleventh Street, 2nd Floor, Oakland, CA. The public can participate in the Public Hearing in person or via Zoom. Online access information will be available at www.ebmud.com/board-meetings at least 72 hours before the meeting. IMPORTANT: Any changes to the meeting location and/or access information will be posted at www.ebmud.com/board-meetings. EBMUD has prepared updates to its UWMP and WSCP, which are long range planning documents. The UWMP evaluates EBMUD's water supplies and projected customer demands over the next 25 years, outlining conservation programs, recycled water initiatives, and strategies to ensure a reliable water supply under a range of future conditions. The WSCP provides EBMUD's formal framework for responding to water shortages, detailing shortage levels, triggers, and the actions EBMUD may take during droughts or emergencies to reduce demand and protect essential water service. Both plans are updated at least every five years in accordance with the California Urban Water Management Planning Act (CA Water Code Sections 10610-10657) and support statewide efforts to ensure long term water supply reliability. The April 28 comment meeting and the May 12 hearing will provide the public an opportunity to comment on the Draft UWMP and WSCP. EBMUD will review and consider all comments received at the comment meeting and hearing , and all written comments received by 4:30 p.m. on May 12, 2026. Copies of the draft UWMP and WSCP are available at the public libraries located within the EBMUD service area, and at the California State Library. The UWMP and WSCP will be considered for adoption by the EBMUD Board of Directors during the regularly scheduled Board meeting, to be held on June 9, 2026, beginning at 1:15pm.
