CITY OF ORANGENOTICE OF PUBLIC HEARINGFLETCHER 15 RESIDENTIAL PROJECT NOTICE IS HEREBY GIVEN that the City Council of the City of Orange will hold a Public Hearing at a Regular Meeting of the City Council on Tuesday, April 28, 2026, at 6:00 p.m. , or as soon thereafter as the matter may be heard, in the City Council Chamber, 300 E. Chapman Avenue, Orange to consider the following request: SUBJECT: Fletcher 15 Residential Project (ENT No. 25-0015: Tentative Tract Map, Major Site Plan Review, Administrative Design Review) PROPERTY LOCATION: 715 W. Fletcher Avenue, Orange, CA 92865 (APN: 374-261-10, -11) REQUEST: To subdivide an existing vacant site and construct 15 detached three-story residential dwellings each with private two-car garages, and nine additional off-street surface parking spaces. Of the 15 total units, one will be restricted to a very low-income household, which invokes State Density Bonus Law to exceed the baseline density by four units. ENVIRONMENTAL INFORMATION: The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 15332 (Class 32-In-Fill Development Projects) because the project is consistent with the applicable General Plan designation and zoning designation; the proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses; the project site has no value was a habitat for endangered, rare, or threatened species; approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality; and the site can be adequately served by all required utilities and public services.
