NOTICE OF PUBLIC HEARING BY THE CITY COUNCIL OF THE CITY OF SIMI VALLEY TO CONSIDER ADOPTION OF A RESOLUTION APPROVING THE ISSUANCE OF REVENUE BONDS BY THE CALIFORNIA PUBLIC FINANCE AUTHORITY TO FINANCE OR REFINANCE THE ACQUISITION, DEVELOPMENT, CONSTRUCTION, IMPROVEMENT AND EQUIPPING OF A RESIDENTIAL CARE FACILITY FOR SENIORS LOCATED AT THE SOUTHWEST CORNER OF TAPO CANYON ROAD AND GUARDIAN STREET, IN THE CITY OF SIMI VALLEY, CALIFORNIA TAKE NOTICE that on Monday, May 11, 2026, the City Council of the City of Simi Valley (“City”) will conduct a public hearing as required by Section 147(f) of the Internal Revenue Code of 1986, as amended (the “Code”), at which the City Council will hear and consider information concerning a proposed plan of financing providing for the issuance by the California Public Finance Authority of revenue bonds, notes and bond anticipation notes in one or more series issued from time to time, including bonds and other obligations issued to refund such bonds, notes and bond anticipation notes in one or more series from time to time (the “Bonds”), and at no time to exceed $460,000,000 in outstanding aggregate principal amount, to finance and refinance the acquisition, development, construction, improvement and equipping of a residential care facility for seniors located at the southwest corner of Tapo Canyon Road and Guardian Street, in the City of Simi Valley, California. The facilities, comprising an estimated 386,000 square feet of space, are planned to include approximately 199 independent living units, five reduced-fee “teacher apartments,” 14 assisted living units, and 16 memory support assisted living units, and associated common areas, to be located on a tract of land consisting of approximately 20.7 acres. The facilities are to be owned by Enso Verde, formerly known as Kendal at Ventura, a California nonprofit public benefit corporation and an organization described in Section 501(c)(3) of the IRC, and are generally to be known as “Enso Verde” (the “Project”). The Bonds will be part of a plan of finance and may be issued in one or more series from time to time over a period of multiple years. The Public Hearing will be held in the City Council Chamber, 2929 Tapo Canyon Road, Simi Valley, California on May 11, 2026, at 6:30 p.m. or as soon thereafter as the matter may be heard. Interested persons wishing to express their views on the issuance of the Bonds or on the nature and location of the facilities proposed to be financed or refinanced may attend the public hearing or, before the time of the hearing, submit written comments to the City Clerk’s office at 2929 Tapo Canyon Road, Simi Valley, California or at PublicStatements@simivalley.org.
