NOTICE OF PUBLIC HEARINGNOTICE IS HEREBY GIVEN that the City Council of the City of South El Monte will hold a public hearing on Tuesday, July 7th, 2026, at 6 p.m. or thereafter to consider the Annual Levy of Sewer Service Fee for Fiscal Year (FY) 2026-2027, in the City Council Chambers at 1415 Santa Anita Avenue, South El Monte, CA 91733. Pursuant to Ordinance No. 1141, the City Council of the City of South El Monte established an annual sewer service fee to finance the costs of upgrades and improvements to the City’s sewer system. The levy of the annual sewer service charge commenced in FY 2011-12. Staff has prepared a written report (the “Report”) containing a description of each parcel of real property in the City subject to the sewer service fee and the proposed amount of the sewer service fee for each such parcel for FY 2026-27. The Report is on file in the office of the City Clerk, 1415 Santa Anita Avenue, South El Monte, California 91733, and is available for public inspection. The Report computes the FY sewer service fee in conformity with Ordinance No. 1141, which provides for an annual increase to the sewer service fee by the amount of the Consumer Price Index for all Urban Consumers for the Los Angeles-Anaheim-Riverside Area (the “CPI”), as reported by the U.S. Bureau of Labor Statistics, for the twelve month-period ending immediately preceding November 30. Interested persons are invited to attend the public hearing and express opinions about the proposed levy of the sewer service fee for FY 2026-27 and the Report. At the public hearing, City Council will hear and consider all protests and objections against the Report and all testimony regarding the proposed levy of the sewer service charge for FY 2026-27. If City Council determines at the close of the public hearing that protests against the Report have not been made by a majority of the owners of the property subject to the sewer service fee, the City Council may adopt the Report, as filed or as modified by the City Council, and may order the sewer service fee to be collected on the County of Los Angeles tax roll. In such case, the sewer service fee for FY 2026-27 shall be collected on the tax roll in the same manner, by the same persons, and at the same time as, together with and not separately from the general taxes of the City. If a majority protest is received, City Council may still order the sewer service fee to be collected, but the sewer service fee shall not be collected on the tax roll for FY 2026-27.
