NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that a public hearing, as provided by law, will be held by the THOUSAND OAKS PLANNING COMMISSION to consider and decide the following applications. Said PUBLIC HEARING will be held Monday, March 23, 2026, 6:00 p.m. (or as soon thereafter as the matter can be heard), in the Andrew P. Fox City Council Chambers/Scherr Forum Theatre, City Hall, 2100 East Thousand Oaks Boulevard, 2nd Floor, and via videoconference / teleconference. Any person is privileged to attend and be heard on the matters below. For further information, see the Planning Commission Agenda. If you challenge the granting or denial of any and all permits issued for the project listed below, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, this public hearing. PROJECT NO.: Special Use Permit (SUP) 2024-70016, and Protected Tree Permit (PTP) 2024-70075 APPLICANT: Rabbi Yitchak Sapochkinsky, Chabad of Westlake Village REQUEST: To allow a religious assembly use within an existing 4,300 square-foot (sq. ft.) building, a 3,872 sq. ft. one- and two-story addition, interior and exterior improvements, new walls and security fencing, replacement of existing landscaping, request includes a 10% reduction from the Thousand Oaks Municipal Code parking requirements for religious assembly, including encroachment into the protected zone of seven (7) coast live oak trees and six (6) sycamore trees.
