The project proposes a mixed-use development comprised of 62 multi-family residential units (10 affordable for-rent units and 52 market rate for-sale units) and approximately 3,674 square feet of ground floor commercial space at the corner of Jibboom Street and High Steet in Downtown Truckee. These components of the project remain unchanged from the approved project.The project is comprised of a four-building design, described as Building A, Building B-C, and Building D, each of which has distinct architectural styles. The total floor area of the project is 95,264 square feet, of which 3,497 square feet is dedicated to commercial uses that front Jibboom Street. Parking is located on the street level, behind lobbies and commercial spaces, with residential uses located above the street level parking. The project includes 60 parking spaces, 11 of which are parallel parking spaces on Jibboom Street. The project would not reduce the number of parallel parking spaces currently existing on Jibboom Street and proposes landscaping in bulb-outs separating parallel parking spaces and along the eastern project frontage. The project includes dedicated long-term bicycle parking for 62 spaces in each building. The application was submitted pursuant to the State Housing Accountability Act (HAA) / Housing Crisis Act (HCA). Further, the subject application includes a density bonus request pursuant to California Government Code Section 65915 - 65918 (California Density Bonus Law). The project proposes to provide 10 low-income housing units, or 24% of the total units permitted under the base density for the site. Pursuant to State Density Bonus Law, projects are afforded a waiver of development standards for the provision of affordable housing units. Accordingly, the applicant has requested waivers for the following: a reduction in percentage of commercial store frontage along the Jibboom Street from 75% to 53% of the project length; a reduction to required depth of commercial spaces from 30 feet to a minimum of 10 feet; a waiver to the private exterior space requirements for 11 units that do not provide a private exterior balcony of 60 sf, deck of 90 sf, or patio of 90 sf, with a minimum dimension of not less than 6 feet; a waiver to the building height requirement of a maximum height of the lesser of 50 ft. or 3.5 stories to permit a four-story building with a height of 50 ft.; a waiver to the common open space requirement; a waiver to the dimensional requirements for long term bicycle parking; a waiver to light trespass beyond property lines; a waiver to the landscaping requirements for street trees and five-foot landscaping buffer along property lines; and a waiver to the additional width for covered car parking spaces.
