Community Development Block Grant and HOME Investment Partnership Funds

The City of Tulare receives federal Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) funds from the U.S. Department of Housing and Urban Development (HUD). The primary purpose of the CDBG program is the development of viable urban communities, providing decent housing, a sustainable living environment, and expanding economic opportunities of persons of low and moderate-income. The HOME program assists the City of Tulare by supporting the development of affordable rental housing, preserving rental and owner-occupied homes for low-income residents, and improving rental affordability for tenants through rental assistance. The 2026 Annual Action Plan (AAP) outlines specific projects and activities and their associated funding levels that may begin on or after July 1, 2026. All proposed activities must meet CDBG and HOME eligibility standards and align with the goals of the City's 2025-2029 Consolidated Plan.

Proposed 2026 Annual Action Plan: The City estimates that $1,184,164 is available for 2026 CDBG projects and activities, which will change relative to the outcomes of the 2025 program year. The City will commit their 2026 CDBG allocation of $721,644 approximately $2,500 in available CDBG program income, and an estimated $460,000 of 2025 CDBG funds remaining from the current year.

The City will commit their 2026 HOME allocation of $371,794, and an estimated $420,000 of 2025 HOME funds remaining from the current year.

2026 AAP proposed projects and their funding levels consist of about $106,000 for public services for people experiencing homelessness, $714,000 for public infrastructure improvements, $754,000 for affordable housing preservation and construction projects, $280,000 for tenant based rental assistance and $182,012 for CDBG and HOME Program administration, planning, and fair housing activities.

Public Review and Comment: The City is requesting input from the public on the proposed projects and funding allocations through the 2026 AAP. A 30-day public review and comment period will begin on Friday, April 17, 2026, and conclude on Tuesday, May 19, 2026. Public Meeting and Hearings: The City will hold two public meetings that are open to residents and other stakeholders to learn and comment on the proposed 2026 AAP. These public meetings will occur on Wednesday, April 22, 2026, and on Wednesday, May 6th at Tulare City Hall, in the City Manager Conference Room. The public meetings will begin at 4:00PM PST. Tulare City Hall's City Manager Conference Room is located at 411 East Kern Avenue in Tulare, CA 93274. The City Council will hold a public hearing on Tuesday, May 19, 2026, as part of their consideration and potential adoption of the proposed 2026 AAP. This public hearing will occur during the general business portion of the City Council meeting that begins at 5:30 pm PST in the Tulare City Council Chambers located at 491 North M Street in Tulare, CA 93274.
