Public Notice for City of Tulare Proposed 2026 Annual Action Plan Community Development Block Grant and HOME Investment Partnership Funds Public Comment Period: April 17, 2026 ? May 19, 2026 The City of Tulare receives federal Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) funds from the U.S. Department of Housing and Urban Development (HUD). The primary purpose of the CDBG program is the development of viable urban communities, providing decent housing, a sustainable living environment, and expanding economic opportunities of persons of low and moderate-income. The HOME program assists the City of Tulare by supporting the development of affordable rental housing, preserving rental and owner-occupied homes for low-income residents, and improving rental affordability for tenants through rental assistance.
