Link: https://bcdds.net/DSPlanningCommission Event (Meeting) Number: 2551 241 4691 or Phone number: 1-408-418-9388 Event Password: Planning (Phone: 75266464) Project Information Project: The Towers, LLC requests a Conditional Use Permit (UP25-0002) for a 100-foot-tall monopole cell tower, with an additional five (5) feet for a lighting road on top, inside of a fenced-in 50' X 50'. Location: The project site is located on the northeast corner of Richvale Hwy and Colony Road, approximately 3,000 feet west of Richvale. Assessor Parcel Number: 029-100-009. 9/25/2025 PC Hearing: The project was presented to the Planning Commission on September 25, 2025. The Planning Commission continued the hearing off calendar to request the applicant review other possible sites to locate the communication facility. Project Description: Construct a new 100' monopole, with an additional five (5) feet for a lighting road on top, along with twelve (12) 8-foot antennas attached, one (1) 6-foot microwave dish, and twelve (12) remote radio units and a diesel fuel backup generator. The project also includes (2) ground mounted radio cabinets on a reinforced concrete pad; a multimeter utility service mounted within a 50' X 50' lease area contained within a 6-foot-high chain link fence with a 12-foot-wide access gate. The site is accessed from Richvale Highway via an existing access driveway along the southern side of the property. This will be part of an existing wireless network, but no other incremental activity is associated with this application. Up to two additional carriers could be co-located on the monopole. Future colocation by other carriers will occur as dictated by carrier needs, and those projects would occur under future permits from the County. Butte County recommends a Mitigated Negative Declaration (ND) pursuant to CEQA. The Initial Study and MND for this project were previously circulated for public review. The application mentioned above is on file and available for public viewing at the Butte County Department of Development Services, 7 County Center Drive, Oroville, CA 95965. Comments may be submitted in writing at any time prior to the hearing or orally at the scheduled hearing listed above or as may be continued to a later date. If you challenge the above application in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice or in written correspondence delivered to the Planning Commission at or before the public hearing.
