BUTTE COUNTY NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION HURLETON WEST TELECOMMUNICATION FACILITY USE PERMIT (PROJ-25-0006) NOTICE IS HEREBY GIVEN that Butte County has prepared an Initial Study in accordance with the California Environmental Quality Act (CEQA) and is considering the adoption of a Mitigated Negative Declaration for the project described below. The County has prepared this Notice of Intent to Adopt a Mitigated Negative Declaration to provide an opportunity for input from public agencies, organizations, and interested parties on the environmental analysis addressing the potential effects of the proposed project. Project Information Project:Hurleton West Telecommunications Facility Use Permit (PROJ-25-0006) Location: The project site is at 77 Weger Road, 1,400 feet north of Forbestown Road, in the community of Hurleton, east of Oroville, California; Assessor Parcel Number: 072-190-038 Project Description: The applicant requests approval of a Conditional Use Permit to construct a 100-foot-tall wireless telecommunications monopine tower with a 5-foot lightning rod on top on a 4.91-acre parcel. The tower and associated equipment would be located within a 2,500-square-foot (50' x 50') enclosed lease area and secured by an 8-foot-tall chain-link fence with green privacy slats. Project construction includes underground installation of electrical service from an existing utility pole located approximately 290 feet east of the site, requiring trenching along that alignment. Access to the facility would be provided by a 12-foot-wide gravel driveway within a 15-foot-wide access easement from Weger Road. The facility would include a backup diesel generator and is designed to accommodate future co-location by additional wireless carriers. The Initial Study/Mitigated Negative Declaration (IS/MND) is on file for public review and comment starting March 10, 2026, to April 8, 2026. All comments for the IS/MND must be submitted in writing and received by 4:00 pm, Wednesday, April 8, 2026.
