NOTICE INVITING FORMAL BIDSPURSUANT TO THE CALIFORNIA UNIFORM PUBLICCONSTRUCTION COST ACCOUNTING ACT(PCC 22000 et. seq) Notice is hereby given that the Los Angeles County Sanitation Districts (the “Districts”) Purchasing Agent or designee is inviting bids, only by online submission to Quest Construction Data Network (“QuestCDN”), no later than 11:00 a.m. (PST) on Wednesday, April 8, 2026, for: BID No: 04231 QUESTCDN No: 10067187BID TITLE:JOINT ADMINISTRATION OFFICE – TECHNICAL SERVICES WORKSPACE RENOVATION PROJECTMANDATORY PRE-BID CONFERENCE & JOB WALK: Friday, March 13, 2026, at 10:00 a.m. Bids must be fully uploaded and transmitted by the date and time specified. The Districts is not responsible for Internet Service Provider (ISP) transmission interruptions or delays of any kind.Bid documents are available athttps://www.lacsd.org/opportunities/bids‐purchasing/purchasing‐section‐projects and/or www.questcdn.com. The Districts will post the bid preliminary results on its webpage at https://www.lacsd.org/opportunities/bids‐ purchasing/purchasing‐section‐projects.All work shall be performed in accordance with Districts’ Scope of Work and Special Provisions dated March 2026 and the Standard Specifications for Public Works Construction, 2024 Edition, complete with the Districts’ Amendments, December 2021 Edition, which are on file in the Office of the Chief Engineer of the Districts, 1955 Workman Mill Road, Whittier, CA 90601 to which documents Bidders are referred.Each bid must be on a Districts’ form and accompanied with a certified, cashier’s check, bid bond, or Surety2000 electronic bid bond authorization code (preferred) with an approved surety company as defined in the Code of Civil Procedure 995.120, payable to "Los Angeles County Sanitation District No. 2", for an amount equal to at least ten percent (10%) of the total amount bid as guaranty that the Bidder, if successful, will enter into the proposed contract and will provide separate performance (100%) and payment bonds (100%), insurance certificates, and other required documents for all required labor, material, equipment, and tools. A copy of the bid bond, certified, or cashier’s check must be uploaded at the time of bid, or the Surety2000 authorization code provided at the time of bid. The Bidder must provide the original copy of the bid bond within three (3) business days of the electronic bid opening. Failure to provide the original bid bond or check is a non‐responsive cause; mail to the Districts at 1955 Workman Mill Road, Whittier, CA 90601, attention – Purchasing and Risk Management Section, bid bond enclosed, and bid number.At the request and expense of the Bidder, in accordance with provisions of Public Contract Code Section 22300, substitution of eligible and equivalent securities for any monies withheld to ensure performance under this contract will be permitted.The Purchasing Agent reserves the right to reject all bids, to accept one part and reject the other, to waive irregularities in any bid, and/or award an order in the best interest of the Districts. Unless all bids are rejected, award shall be made to the low, responsive, responsible Bidder. In the event of any such rejection, the Districts shall not be liable for any costs incurred in connection with the preparation and submittal of a bid.At the time of bid, the Bidder must possess a valid California Contractor’s License A and/or B and maintain the license throughout the duration of the contract. No Bidder may withdraw their bid for a period of 60 days after the date set for the opening of bids.Bidders on this work will be required to comply with the President’s Executive Order No. 11246.This is a prevailing wage job. The Bidder and subcontractor shall use the rates for Los Angeles County area for each trade, craft, classification, or type of work needed to execute the contract. Copies of schedules of rates so determined are available on the Internet at http://www.dir.ca.gov/DIR/S&R/statistics_research.htmlNo contractor or subcontractor may be listed on a bid proposal or awarded a contract or subcontract for this project unless it is registered with the Department of Industrial Relations pursuant to Labor Code Section 1725.5.
