REQUEST FOR PROPOSALS (RFP) FOR CDBG ENGINEERING SERVICES FOR THE CITY OF CARRABELLE FOR A COMMUNITY DEVELOPMENT BLOCK GRANT DISASTER RECOVERY (CDBG-DR) REBUILD FLORIDA GENERAL INFRASTRUCTURE REPAIR PROGRAM The City of Carrabelle hereby requests proposals from qualified individuals or firms to provide Construction Engineering services for a Community Development Block Grant Disaster Recovery (CDBG-DR) Rebuild Florida General Infrastructure Repair Program The City of Carrabelle has been awarded CDBG-DR funding for the Sanitary Sewer Collection and Treatment System Repair and Hardening Project. During Hurricane Helene multiple Sanitary Sewer System areas were damaged. Hurricane Helenes high wind speed and exposure lead to consequential damage throughout the facility including pump failures, widespread power outages, and equipment damage. The salt-laden wind exposure lead to significate corrosion to the Wastewater Treatment Plants (WWTP) Centrifuge which is now no longer operating effectively. The WWTP Reject ponds geomembrane liner was uplifted and tore in multiple locations. Due to the damage the liner has compromised the ponds integrity allowing untreated or partially treated effluent to seep into the ground, potentially impacting groundwater quality. The City has been awarded CDBG Grant #MS040 in the amount of, $2,569,775.00 therefore, procurement and contracting will follow CDBG regulations. Design and permitting tasks have been completed and were funded by the City. Separate contracts related to projects that are receiving funding from other funding sources such as DEP-FRDAP may be entered into from this solicitation. Engineering Services for this project will include bidding, construction administration and periodic construction observation services. Proposals will be accepted on an equal competitive basis. No bid or proposal will be accepted from individuals or firms placed on the convicted vendor list following a conviction for a public entity crime. The evaluation criteria that will be utilized in the selection of the engineer are as follows: 1. Knowledge of State and Federal Regulations governing the CDBG Program as well as other grant programs; 20 pts. 2. Experience with CDBG Funded Projects; 20 pts. 3. Management and Staffing, organizational charts, resumes, etc; 20 pts. 4. Ability to become Quickly Familiar with Local Conditions; 20 pts. 5. Experience with Municipal Engineering Projects 10 pts 6. Approach to Task 10 pts In the event of a tie, if one of the businesses involved in the tie is minority or female owned, they shall be ranked above the other firm or firms involved in the tie. Engineering fees will be negotiated after ranking is completed utilizing the Consultants' Competitive Negotiation Act, Florida Statute 287.055. Respondents are required to submit one (1) original and three (3) copies in a sealed envelope marked "SEALED PROPOSAL FOR CDBG ENGINEERING SERVICES". Proposals must be received by 2:00 p.m. on May 14, 2026 at the City of Carrabelle, Attention: Courtney Dempsey, City Administrator, 1206 Highway 98 East, Carrabelle, Florida 32322. Proposals will be publicly opened on May 14, 2026 at 2:00 p.m. at City Hall. Proposal for each individual project will be evaluated, scored, ranked, and awarded separately. The City of Carrabelle reserves the right to reject any and all proposals, to waive any informalities or irregularities in the proposal process and to award the contract(s) in the best interest of the City. Engineering service contract(s) may be subject to grant/loan award and release of funds by the funding agency.
