GULF COUNTY BOARD OF COUNTY COMMISSIONERS REQUEST FOR PROPOSALS (RFP) PROJECT AND SCOPE OF SERVICES REQUESTED RFP NO.: 2526-16 GULF COUNTY RFP FOR DISASTER RECOVERY AND DEBRIS REMOVAL SERVICES The Gulf County Board of County Commissioners, Gulf County, Florida (the County) is seeking solicitations from professional services for the disaster recovery and debris removal services to assist Gulf County with the proper, prompt, lawful and efficient disaster recovery and debris removal services identified by Gulf County and its consultants and or state and federal technical assistance and professionals. Proposers may obtain the specifications and details of this RFP from the Gulf County Clerks Office or the Gulf County Emergency Management Department and must also submit in a timely manner or have delivered its final RFP proposals EXCLUSIVELY to the: Gulf County Clerk of Court 1000 Cecil G. Costin Sr. Blvd., Room 149 Port St. Joe, Florida 32456 RFP DEADLINE: Submitted on or before Monday, May 18, 2026 no later than 3:00 PM (Eastern) to the Gulf County Clerk of Court at 1000 Cecil G. Costin, Sr., Blvd., Room 149, Port St. Joe, Florida 32456 and will be opened at the same location by the Gulf County Clerk of Court at 3:30 p.m., E.T. Thereafter, RFP(s) to be evaluated by Gulf County Administration and Emergency Management Department through designated committee as defined by the RFP specification and thereafter recommendations provided to the Gulf County Board of Commissioners as to a qualified and recommended contractor(s) for these identified services at a noticed public meeting scheduled for Tuesday, May 26, 2026 at 9:00 a.m., E.T. for any and all further interviews if deemed and requested by the Board of County Commission, authorizations, approval(s) and or further direction of the Board of County Commission. The County reserves the right to waive minor irregularities, to reject any or all proposals received, and to otherwise make a decision in the best interests of the County. The Board shall have the final decision-making authority concerning any final award or interim or comprehensive agreement entered into by the County. Proposals will be evaluated and ranked in order of preference by a Selection Committee to be appointed by the County Administrator as authorized by the Board of County Commissioners. The County intends to negotiate a comprehensive agreement with the highest ranked proposer following their selection by the Board of County Commissioners. The Selection Committee, at its option, may request that proposers make presentations and/or participate in questions and answers sessions before the Committee. The County may also request additional information from proposers that may be necessary to fully evaluate a proposal. After the Selection Committee has ranked proposals in compliance with the RFP specifications and submitted recommendations to the Board of County Commissioners, the County Commission shall make its election to award a contractor through a formal vote and thereafter negotiations with the selected contractor/firm. If only one proposal is received, the County may negotiate in good faith. Any questions concerning this RFP must be submitted in writing no later than 11:00 a.m. Eastern, on May 8, 2026 and should be directed to Matthew Herring, Gulf County Emergency Management Director mherring@gulfcounty-fl.gov and a copy of your correspondence to both ksummers@gulfcounty-fl.gov and info@gulfclerk.com. All proposals that are timely received shall become the property of the County and any costs or expenses incurred in relation to preparation and submission of proposals shall be borne by the proposer. Such proposals and related information shall be subject to the applicable provisions of the Florida Public Records Act.
