FRANKLIN COUNTY BOARD OF COUNTY COMMISSIONERS JOB ANNOUNCEMENT POSITION TITLE: EMS Director CLOSING DATE: February 27, 2026, by 4:30 p.m. Annual Salary: Pay Grade (17), Minimum $88,337.60/Year, Full-time, Exempt from Overtime BENEFITS: FRS retirement, Health, Life and Dental Insurance MINIUMUM QUALIFICATIONS: Associates degree in EMS, Public Administration, Healthcare Administration, or related field required; bachelors degree preferred; ten (10) years of progressively responsible EMS experience including five (5) years in a leadership or administrative role; or any combination of training and experience which provides the required knowledge, skills, and abilities to perform the job. SPECIAL QUALIFICATIONS: Current State of Florida Paramedic certification; current BLS, ACLS, and PALS certifications; valid Florida drivers license with acceptable driving record; EVOC required. POSITION DUTIES: The EMS Director provides executive-level leadership for Franklin County EMS. This role oversees department administration, operations, budget, and compliance. The Director ensures that Franklin County maintains a modern, effective, and resilient EMS system that serves residents and visitors with excellence. The Director represents EMS at county, regional, and state levels and plays a critical role in emergency preparedness and interagency coordination. The EMS Director will develop and implement departmental policies, protocols, and strategic plans, direct staffing, recruitment, retention and succession planning, ensure compliance with federal, state, and county EMS regulations and reporting requirements, oversee quality assurance and continually improve programs, serve as liaison to hospitals, fire departments, law enforcement, emergency management and community organizations, prepare and present reports to the Board of County Commissioners, provide leadership during large-scale emergencies and disasters, promote community education and EMS public relations initiatives, and perform other related job duties as assigned.
