INVITATION TO BID
Public Notice is hereby given that sealed bids will be received by the City of Moore Haven (OWNER) at the City Hall Attention of the City Clerk until 2:00 PM E.S.T. on, Wednesday, March 4th, 2026 for Road Resurfacing Avenue K (8th St to 9th St), 8th St (Avenue J to Avenue M), and Avenue M (5th St to 8th St). Any bid received after the bid deadline stated above will not be accepted or considered and late bids will be returned to the bidder unopened. Faxed bids and electronically mailed bids will not be accepted.
Those wishing to submit bids for this project may attend an optional Pre-bid Conference to be held at the Council Chambers in City Hall, on Thursday, February 5th, 2026 at 10:00 AM E.S.T. for the purpose of a project overview and for addressing contractor questions.
Bids will be publicly opened in the City Council Chambers immediately after the time limit expiration established above for the receipt of bids.
Electronic Copies (.pdf) of Construction Plans & Bid Documents titled Road Resurfacing Avenue K (8th St to 9th St), 8th St (Avenue J to Avenue M), and Avenue M (5th St to 8th St) including applicable signing plans, may be obtained by emailing Matthew Hebert (mhebert@aimengr.com) starting Wednesday, January 21st, 2026 and requesting the bid documents from AIM Engineering & Surveying, 2161 Fowler Street, Fort Myers, FL 33901, (239)-410-4324. The contact person is Matthew Hebert. Each General Contractor must supply contact information, such as, firm name, contact person, email address, mailing address, & phone and fax numbers.
The OWNER reserves the right, in its sole discretion, to reject any or all bids with or without cause, to waive any and all deficiencies in any bid, in its sole discretion, and/or accept bids or portions thereof that in its judgment and sole discretion will be in the best interest of the OWNER, and to take such other and further action as the OWNER deems appropriate and in the best interest of the OWNER, in its sole discretion. The OWNER also reserves the right to waive irregularities and technicalities and to re-advertise for additional bids. All costs and expenses related to the preparation and submission of a bid are the responsibility of the bidder.
Upon receiving all approved bids, the OWNER will evaluate the prices and other response information received from the bidders to determine which bids are responsive to the invitation to bid and, if in fact the project can be constructed to its total length based upon the bid prices of responsive bids. If the winning bid exceeds the OWNER funds for the project, the OWNER reserves the right to reduce the project length by adjusting the beginning project station.
The OWNER reserves the right to reject all bids and terminate the process or re-advertise and solicit new or additional bids. The OWNER reserves the right to retain all bids submitted and to use any ideas in a proposal regardless of whether that bid is selected. Submission of a bid indicates acceptance by the firm of the conditions contained in this invitation to bid unless it is clearly and specifically noted otherwise in the bid and again confirmed in the contract between the City of Moore Haven and the firm selected. The City of Moore Haven encourages minority-owned and small businesses to participate in bidding on this project.
In the event that litigation occurs as a result of a contract between a bidder and the City of Moore Haven, the prevailing party shall be awarded all attorneys fees and costs associated with said litigation. The venue shall be in Glades County, Florida.
By submitting a bid, each bidder recognizes and agrees that the OWNER may reject its bid based upon the OWNERS exercise of its sole discretion. Every bidder waives any claims it may have for damages or other relief resulting directly or indirectly from the rejection of its bid based upon any ground whatsoever, including the OWNERS exercise of its sole discretion and the OWNERS disclosure of or refusal to disclose any pertinent information related to the reasons for the OWNERS rejection of said bid.
The OWNER does not discriminate on the basis of age, race, color, sex, religion, national origin, disability, or marital status.
