City solicits bids for wastewater treatment facility project.

INVITATION TO BID

The City of Bowling Green, Florida, is soliciting bids to furnish all labor, materials, equipment, manage- ment, administration, supervision, insurance coverage, and any other facilities and services necessary to successfully construct and startup the completed Project (Wastewater Treatment Facility Sludge Processing Facility). The project is generally described as installation and startup of sludge processing equipment owned by the City of Bowling Green.

A non-mandatory pre-bid conference for all bidders will be held at Bowling Greens City Hall at 104 East Main Street, Bowling Green, FL 33834 on April 14, 2026, at 10:00 am local time. The purpose of this meeting is to review the scope of work and completion schedule for this Project, to answer questions, and to ensure that there is a clear understanding of the work that must be performed and completion deadlines to successfully complete this entire project. Bidders are responsible for checking FTP site for communications including any bid addenda. All bid questions must be received prior to April 24, 2026, at 5:00 pm local time to Citys engineer (EOviol@Pennoni.com) to be answered.

All bids must be in a sealed envelope, plainly marked on the outside with "Wastewater Treatment Facility Sludge Processing Facility. Bids shall be submitted together with any and all supporting documentation enclosed. Bids will be received at Bowling Green City Hall, 104 East Main Street, Bowling Green, FL 33834, ATTENTION: Dawn Page, City Manager until 10:00 am local time on May 7, 2026. Submittals may be either mailed or hand-delivered prior to the above deadline. Postmarks will not be accepted. Bids will be publicly opened and read aloud at 10:00 am on May 7, 2026. It is the responsibility of the bidder to assure that bids are received at Bowling Green City Hall no later than the specified time and date. Submittals received after this date and time will not be accepted or considered.

The City reserves the right to waive any informalities or minor irregularities; reject any and all bids which are incomplete, conditional, obscure, or which contain additions not allowed for; accept or reject any bids in whole or in part with or without cause; and accept the bid which best serves the interests of the City. Pursuant to the requirements of Section 287, Florida Statutes, all qualifiers are subject to those provisions pertaining to Public Entity Crimes and the Convicted Vendor List.

Further, pursuant to federal law the Owner may not award this contract to any bidder which is debarred or suspended or is otherwise excluded from or ineligible for participation in federal assistance programs un- der Executive Order 12549, Debarment and Suspension.
