City of Lighthouse Point Request for Letters of Interest Lobbyist Consulting Services The City is seeking Letters of Interest from qualified individuals or firms to provide professional lobbying services. The selected individual or firm will represent the Citys legislative and funding priorities, promote informed and responsible decision-making at the local and state levels, pursue grant and other funding opportunities, and serve as a trusted resource, advocate, and advisor on state and federal legislative and administrative matters. Funding priorities include public infrastructure initiatives, particularly bridge replacement, along with projects addressing sea level rise, recreation, library services, cultural arts, stormwater management, law enforcement and fire/EMS services. Working in coordination with the Mayor, City Administration, and/or their designee, the services the City anticipates requiring from qualified respondents include, but are not limited to, the following: Communicate and coordinate with local and state government agencies and officials, as directed by the Mayor and/or City Commission. Develop and maintain effective working relationships with local and state agencies, officials, and elected representatives. Gather and provide information and data on all matters related to the City of Lighthouse Points specific interests. Monitor local and state legislation and rule-making processing by agencies (whether pending, introduced, or initiated during the term of this contract) which impact the operation, revenues and/or required expenditures of the City as discovered by the firm or as directed by Mayor/City Commission. Act as an official representative of the City with members of local and state delegations, governmental agencies, and persons involved in governmental affairs affecting the City as directed and authorized by the Mayor/City Commission. Arrange meetings with local and state legislators for Mayor/City Commissioners/City staff as necessary, and be prepared to participate in said meetings as required. Lobby on behalf of City-sponsored legislation and on specific bills and issues as directed by Mayor/City Commission. Assist the City in identifying and researching funding opportunities and seeking grants and securing approval of the same. Assist the City in obtaining local and state permits and appropriations. Submit monthly reports to Mayor/City Commission that reflect progress toward accomplishing the objectives of the City. Appear before the City Commission to report on legislative activity at least once per quarter and/or as directed by Mayor/City Commission. Provide specific recommendations on local and state legislative and administrative action. The Letters of Interest should include company introduction and history, qualifications, references, and fees. The City is a public agency subject to Chapter 119, Florida Statutes. City Administration will evaluate the proposals, references, and company information provided by Responders, as contained in their submittals. Each firm should submit documents that provide evidence of capability and willingness to provide the services required. Pursuant to the requirements of Section 287.133, Florida Statutes, all qualifiers are subject to those provisions of Florida law pertaining to Public Entity Crimes and the Convicted Vendor List. Submit Letters of Interest that include, at a minimum, a cover letter, qualifications, relevant experience, proposed approach, identification of key personnel, references, and a proposed fee structure. The package is to be submitted in a sealed package, clearly marked (LOI 2026-01, Lobbyist Consulting Services), to the City Clerk, 2200 NE 38 th Street, Lighthouse Point, FL 33064 no later than 2:00 p.m. (local time) on Tuesday, April 28, 2026. Letters of Interests will be publicly opened and read aloud immediately thereafter in Fletcher Hall, located at 2200 NE 38 th Street, Lighthouse Point, FL 33064.
