Sealed proposals for PROFESSIONAL PLANNING AND CONSULTANT SERVICES TO PREPARE A MASTER PLAN UPDATE will be received, from qualified firms, by the Charlotte County Airport Authority, until 2:00 p.m. local time on March 9, 2026.
Sealed proposals are to be mailed to the address of 28000 Airport Road, Suite A-1, Punta Gorda, FL 33982 prior to the proposal opening date and time. Sealed proposals can be hand delivered to the address of 8079 Golf Course Blvd., Punta Gorda, FL 33982, the day of the opening prior to 2:00 p.m. local time.
SOLICITATION TITLE: PROFESSIONAL PLANNING AND CONSULTANT SERVICES TO PREPARE A MASTER PLAN UPDATE
This request intends to engage a single firm to provide Professional Planning and Consultant services for the Master Plan Update project following the procedures outlined in Section 287 Florida Statutes, as amended and the latest version of FAA Advisory Circular 150/5100-14E.
The Planning services anticipated to be performed under this contract include but are not limited to: Updating the existing 2018 Master Plan, Final Report, Airport Layout Plan, in accordance with AC 150/5370-6 (latest).
A non-mandatory pre-submittal conference is scheduled for 2:00 p.m. on February 17, 2026, at the Charlotte County Airport Authority Board meeting room Building 313, 7375 Utilities Road, Punta Gorda, FL. The CCAA Board meeting room is behind the Sheriffs Office.
The complete examination and understanding of the solicitation documents, and all addenda or other revisions, and site of the proposed work is necessary to properly submit a proposal.
Solicitation documents are available for examination and/or download online at Demand Stars website (demandstar.com) beginning February 2, 2026. Demand Stars support contact e-mail is demandstar@onvia.com. Although this service is not a mandatory requirement in bidding with CCAA, it is the only way to be notified automatically of solicitations and all addenda or other revisions issued during the solicitation process.

The Charlotte County Airport Authority reserves the right to waive any informalities or irregularities in or reject any or all proposals and to award or refrain from awarding the contract for the work.
All interested firms are advised that the project will be funded in part by an Airport Improvement Program grant, therefore Federal mandatory solicitation and contract provisions will apply as specified in the Contract Provision Guidelines for Obligated Sponsors and Airport Improvement Program Project (issued on December 29, 2025).
