Foreign-Trade Zone 136  Brevard County, Florida; Application for Reorganization (Expansion of Service Area) under Alternative Site FrameworkAn application has been submitted to the Foreign-Trade Zones (FTZ) Board bythe Canaveral Port Authority, grantee of Foreign-Trade Zone 136, requesting authorityto reorganize the zone to expand its service area under the alternative site framework(ASF) adopted by the FTZ Board (15 CFR 400.2(c)). The ASF is an option for granteesfor the establishment or reorganization of zones and can permit significantly greaterflexibility in the designation of new subzones or usage-driven FTZ sites foroperators/users located within a grantee's service area in the context of the FTZBoard's standard 2,000-acre activation limit for a zone. The application was submittedpursuant to the Foreign-Trade Zones Act, as amended (19 U.S.C. 81a-81u), and theregulations of the FTZ Board (15 CFR part 400). It was formally docketed on April 7,2026.
FTZ 136 was approved by the FTZ Board on March 16, 1987 (Board Order 349,52 FR 9904, March 27, 1987) and reorganized under the alternative site framework onJune 18, 2012 (Board Order 1837, 77 FR 38270, June 27, 2012). The zone currentlyhas a service area that includes Brevard County, Florida.
The applicant is now requesting authority to expand the service area of the zoneto include Lake and Osceola Counties, Florida, as described in the application. Ifapproved, the grantee would be able to serve sites throughout the expanded servicearea based on companies needs for FTZ designation. The application indicates that theproposed expanded service area is adjacent to the Orlando Customs and BorderProtection Port of Entry.
In accordance with the FTZ Board's regulations, Camille Evans of the FTZ Staffis designated examiner to evaluate and analyze the facts and information presented inthe application and case record and to report findings and recommendations to the FTZBoard.
Public comment is invited from interested parties. Submissions shall beaddressed to the FTZ Board's Executive Secretary and sent to: ftz@trade.gov. Theclosing period for their receipt is June 8, 2026. Rebuttal comments in response tomaterial submitted during the foregoing period may be submitted through June 23,2026.
