Town of Greensboro, Florida Second Public Hearing Notice The Town of Greensboro plans to apply to the Florida Department of Commerce for an FFY 2025 Small Cities Community Development Block Grant (CDBG) for a grant of approximately $1,377,000.00. The activities, location, estimated dollar amounts, and estimated percentage benefit to low-to-moderate income (LMI) persons are as follows: CDBG funds will be used to renovate and expand the Earl Willis Community Center which houses the Town’s Fire Station and Library. Project activities will include the construction of an additional fire truck bay to the building plus the construction of an addition to the building to expand the library. Project activities will also include renovation of the building’s electrical wiring, HAVAC system replacement, and interior renovation (new and renovated walls, floors, ceiling, plumbing, etc.). Also, the roof will be replaced. In addition, the project will include the purchase of a fire truck support vehicle. The planned improvements will be prioritized and completed based on the amount of available grant funds. The estimated cost of the construction activities is $1,101,520. The town-wide benefit for this project to low- and moderate-income persons is over 51%. The project will also involve engineering/architectural services, which are budgeted for $165,000. The benefit to low- and moderate-income persons for this activity is not applicable. In addition, the project will involve grant administration. The amount budgeted for this activity is $110,000. The site to be acquired is the former church located at the intersection of E. 10 th Street and Gadsden Ave. The site is approximately 2.3 acres in area. The site is developed with one 2,000 square foot building and one 5,000 square foot building. Renovation activities will address roof, plumbing, electrical, HVAC, door, and window systems. The Town of Greensboro does not expect that anyone will be displaced as a result of CDBG- funded activities. If any persons are displaced as a result of the planned activities, the Town will assist them as described in the Town’s anti-displacement and relocation policy, which is available for review at Town Hall. A public hearing to provide citizens an opportunity to comment on the application for funding will be held at Greensboro Town Hall in the Town Council Chambers at 150 East 11th Street, Greensboro, Florida 32330. The meeting will be held on Wednesday, April 22, 2026 at 5:00 p.m., or as soon thereafter as may be heard. A draft copy of the application will also be available for review during normal business hours in the Town Manager’s office at Town Hall by noon on April 20, 2026.
