Gulf County, Florida Second Public Hearing Notice Gulf County plans to apply to FloridaCommerce for a FFY 2025 Small Cities Community Development Block Grant (CDBG) grant in the Commercial Revitalization category. The activity, dollar amount and estimated percentage benefit to low- and moderate-income persons are as follows: Activity Name ADA Compliant Elevator CDBG Funding $1,000,000 LMI Benefit 34.2% The County will remove the current non-ADA compliant elevator and reinstall an ADA compliant elevator in the Gulf County Courthouse to ensure that citizens are able to access all applicable areas of the courthouse for their associated needs. Gulf County does not expect that anyone will be displaced as a result of CDBG-funded activities. If any persons are displaced as a result of the planned activities, Gulf County will be adopting an Anti-Displacement and Relocation Policy as a required part of accepting the grant if awarded. A public hearing to provide citizens an opportunity to comment on the application will be held at Donald H. Butler Commission Chamber located in the Robert M. Moore Administration Building at the Gulf County Courthouse Complex, 1000 Cecil G. Costin Sr. Blvd., in Port St. Joe, Florida, on April 29, 2026, at 1:00 p.m. A draft copy of the application will be available for review Monday through Thursday from 7:00 am to 5:30 pm in the Robert M. Moore Administration Building at the Gulf County Courthouse Complex by noon on April 23, 2026. Persons wanting to submit written comments on the application should send them to Erin Kennedy, Grants Administrator, by e-mail at ekennedy@gulfcounty-fl.gov or by mail to 1000 Cecil G. Costin Sr. Blvd, Room 312 Port St. Joe, FL 32456 no later than April 30, 2026. A copy of the final application will be available for review in the Robert M. Moore Administration Building at the Gulf County Courthouse Complex no later than April 30, 2026. The application will be submitted to FloridaCommerce on or before May 5, 2026. To obtain additional information concerning the application, contact Erin Kennedy, Grants Administrator at (850) 227-2383 or by e-mail at ekennedy@gulfcounty-fl.gov. The public hearing is being conducted in a handicapped accessible location. Pursuant to the provisions of the Americans with Disabilities Act, any person requiring special accommodations to participate in the hearing is asked to advise the County at least five days before the hearing by contacting Kari Summers, at (850) 229-6106.
