NOTICE OF RULEMAKING BY THE RIVERS EDGE COMMUNITY DEVELOPMENT DISTRICT A public hearing will be conducted by the Board of Supervisors of the Rivers Edge Community Development District (District) on May 20, 2026 at 5:00 pm. at the RiverHouse, 156 Landing Street, St. Johns, Florida 32259. In accordance with Chapters 120 and 190, Florida Statutes, the District hereby gives the public notice of its intent to adopt amendments to Rule No. 2026-01, the Districts Schedule of Fees, to include a new annual fee for resident clubs (Resident Club Fee). The purpose and effect of the proposed Resident Club Fee is to provide for efficient and effective operation of the Districts recreational facilities by setting rates and fees in accordance with Section 190.035, Florida Statutes. Specific legal authority for the Resident Club Fee includes Chapters 120 and 190, Florida Statutes, and specific legal authority includes Sections 190.035(2), 190.011(5), 190.011(10), 190.012(3), 190.035, 120.54, 120.69 and 120.81, Florida Statutes. Prior notice of rule development was published in the St. Augustine Record on April 8, 2026. The proposed Resident Club Fee is below: Annual Club Fee (includes registration and up to one free rental a week, subject to availability) $150 Proposed fee exemption: Clubs with fewer than 15 participants per month will be exempt from the Annual Club Fee. The public hearing will provide an opportunity for the public to address the proposed Resident Club Fee. A copy of the proposed Resident Club Fee and any material proposed to be incorporated by reference may be obtained by contacting the District Manager, Corbin deNagy, at the District Managers Office at 475 West Town Place, Suite 114 St Augustine, FL 32092, by telephone at (850) 727-5310 or by email at cdenagy@gmsnf.com. Any person who wishes to provide the District with a proposal for a lower cost regulatory alternative as provided by Section 120.541(1), Florida Statutes, must do so in writing within twenty one (21) days after publication of this notice to the District Managers Office. This public hearing may be continued to a date, time, and place to be specified on the record at the hearing without additional notice. If anyone chooses to appeal any decision of the Board with respect to any matter considered at a public hearing, such person will need a record of the proceedings and should accordingly ensure that a verbatim record of the proceedings is made, which includes the testimony and evidence upon which such appeal is to be based. At the hearing, staff or Supervisors may participate in the public hearing by speaker telephone.
