FONSI-RROF NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS April 24, 2026 Florida Housing Finance Corporation 227 North Bronough Street, Suite 5000 Tallahassee, FL 32301-1329 (850) 488-4197 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Florida Housing Finance Corporation. REQUEST FOR RELEASE OF FUNDS On or about May 11, 2026 Florida Housing Finance Corporation (FHFC) will submit a request to the Florida Department of Commerce, Office of Long-Term Resiliency, for the release of Community Development Block Grant Disaster Recovery (CDBG-DR) funds, pursuant to 24 CFR Part 58, under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project known as Kissimmee Cove, for the purpose of constructing a multifamily housing development. The proposed project is located off of North Hoagland Boulevard and West Columbia Avenue, Kissimmee, Osceola County, Florida. The Kissimmee Cove project is a proposed multifamily affordable rental housing community which will consist of 73 units within one (1) four-story building to be constructed on approximately 2.01-acres. This project will expand Osceola Countys affordable housing inventory for low to extremely low-income families. The approximate construction cost of $24,426,579 is to be funded with $13,000,000 in FHFC issued Multifamily Mortgage Revenue Bonds (Note); $2,734,165 in Non-Competitive Housing Credits; CDBG-DR funds in an amount up to of $8,400,000; and deferred fees/costs in the amount of $307,633. As stipulated by HUD, an Environmental Review is required of the subject property according to 24 CFR Part 58. FINDING OF NO SIGNIFICANT IMPACT The Florida Housing Finance Corporation has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Florida Housing Finance Corporation, 227 North Bronough Street, Suite 5000, Tallahassee, FL 32301-1329, and may be examined or copied weekdays 9:00 AM to 4:00 PM, excluding recognized Federal and State holidays. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to Florida Housing Finance Corporation, 227 North Bronough Street, Suite 5000, Tallahassee, FL 32301-1329, Attention: Ms. Angeliki G. Sellers or via e-mail at ERRComments@floridahousing.org. All comments received by May 11, 2026 will be considered by the FHFC prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing. ENVIRONMENTAL CERTIFICATION The Florida Housing Finance Corporation certifies to the Florida Department of Commerce, as the responsible entity under 24 CFR Part 58, that Ms. Angeliki G. Sellers, in her capacity as Chief Financial Officer and duly authorized Certifying Officer, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. Florida Commerces approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the the FHFC to use CDBG-DR Program funds. OBJECTIONS TO RELEASE OF FUNDS Florida Commerce will accept objections to its release of fund and the Florida Housing Finance Corporations certification for a period of fifteen (15) calendar days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Florida Housing Finance Corporation; (b) the Florida Housing Finance Corporation has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by Florida-Commerce; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Florida Department of Commerce Office of Long-Term Resiliency, CDBG-DR Program, at 107 East Madison Street, Tallahassee, FL 32399.
