NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS April 24, 2026 Florida Housing Finance Corporation 227 North Bronough Street, Suite 5000 Tallahassee, FL 32301-1329 (850) 488-4197 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Florida Housing Finance Corporation. REQUEST FOR RELEASE OF FUNDS On or about May 11, 2026 Florida Housing Finance Corporation (FHFC) will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of HOME Investment Partnerships American Rescue Plan Program (HOME-ARP) funds under 24 CFR Part 92 under Title II of the Cranston-Gonzalez National Affordable Housing Act (NAHA), in accordance with Section 288 (42 U.S.C 12838) to undertake a project known as Amaryllis Park Place 4 (Project). Sarasota County will submit a separate request for the release of Community Development Block Grant ? Disaster Recovery (CDBG-DR) funds awarded locally under Grant # B-23-UN-12-0004, pursuant to 24 CFR Part 58, under Title I of the Housing and Community Development (HCD) Act of 1974, as amended. Sarasota Housing Authority (SHA) will submit a separate request for the release of funds associated with its contribution of Thirty (30) project-based vouchers committed to the Project. The subject property consists of two scattered sites: Scattered Site 1 is located at North Orange Avenue, Sarasota, Sarasota County, Florida 34234 and Scattered Site 2 is located at 1442 and 1456 22nd Street, Sarasota, Sarasota County, FL 34234. The proposed Amaryllis Park Place 4 project is a multi-family affordable rental housing development which includes the new construction of two (2) three-story garden-style buildings at Scattered Site 1 and one (1) Mid-Rise, four-story building at Scattered Site 2 for a total of 100 affordable rental units consisting of 51 one-bedroom/one-bathroom, 37 two-bedroom/two-bathroom, and 12 three-bedroom/two-bathroom units. This project will expand Sarasota County's affordable housing inventory for low to extremely low-income families. The approximate development construction cost of $48,625,973 is to be funded with a State Apartment Incentive Loan (SAIL) and a SAIL ELI Loan in a combined amount of $9,891,500; HOME-ARP loan in an amount up to $749,100; SHA Loan in the amount of $500,000; SHA Seller Note in the amount of $1,000,000; SHA CDBG-DR Grant the amount of $2,500,000; Local HFA Bonds in the amount of $27,000,000; Non-Competitive Housing Credits Equity Proceeds in the amount of $2,825,365; Bond Collateral Investment Revenue in the amount of $3,375,000; and Deferred Fees/Costs in the amount of $972,548. As stipulated by HUD, an Environmental Review is required of the subject property according to 24 CFR Part 58. FINDING OF NO SIGNIFICANT IMPACT The Florida Housing Finance Corporation has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Florida Housing Finance Corporation, 227 North Bronough Street, Suite 5000, Tallahassee, FL 32301-1329, and may be examined or copied weekdays 9:00 A.M to 4:00 P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to Florida Housing Finance Corporation, 227 North Bronough Street, Suite 5000, Tallahassee, FL 32301, Attention: Ms. Angeliki G. Sellers or via e-mail at ERRComments@floridahousing.org. All comments received by May 11, 2026 will be considered by the FHFC prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing. ENVIRONMENTAL CERTIFICATION The Florida Housing Finance Corporation certifies to the U.S. Department of Housing and Urban Development (HUD) that Ms. Angeliki G. Sellers, in her capacity as Chief Financial Officer of Florida Housing Finance Corporation, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Florida Housing Finance Corporation to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of fund and the Florida Housing Finance Corporation's certification for a period of 15-calendar days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Florida Housing Finance Corporation; (b) the Florida Housing Finance Corporation has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via e-mail in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to CPDRROFJKV@hud.gov or written submission to U.S. Department of Housing & Urban Development, Community Planning & Development Division (CPD), Jacksonville Field Office, 400 W. Bay Street, Suite 1015, Jacksonville, FL 32202, Attention CPD Environmental Review.
