Douglas County Board of Commissioners Purchasing Department Request for Proposal (RFQ) Douglas County (“Owner” or the “County”) is issuing this Request for Qualifications (“RFQ”) to solicit technical proposals (“Proposals”) from qualified firms (“Respondents”) to provide services associated with transportation improvement projects funded through the Transportation Special Purpose Local Option Sales Tax (“T-SPLOST”). Projects and services may include, but are not limited to, development and implementation of public involvement strategies; community outreach and public education regarding the County's T-SPLOST program and referendum; coordination and facilitation of public meetings, open houses, town halls, workshops, and listening sessions; development and distribution of informational and outreach materials; digital communications and social media engagement; media and public relations support; stakeholder engagement; collaboration with the citizens advisory committee; coordination with elected officials and County staff; survey development and analysis; documentation and reporting of outreach activities; and other related professional services necessary to support broad public awareness and informed participation in the County's approved T-SPLOST program. Services may be performed at various locations throughout Douglas County, Georgia, as required. All costs associated with the required services shall be funded in accordance with applicable T-SPLOST guidelines and County policies. The selected firm(s) will be responsible for providing outreach, communication, and engagement services in support of Douglas County's T-SPLOST program and referendum efforts, and for coordinating closely with County staff, elected officials, advisory committees, community stakeholders, and other partners as necessary. The anticipated contract period is from April 2026 through December 31, 2026, with the option for an automatic renewal for an additional one (1) year. All solicitation documents may be obtained from the Douglas County website at https://www.bidnetdirect.com/georgia/douglascounty and the Georgia Procurement Registry at https://ssl.doas.state.ga.us/gpr/index. Responses to this RFQ must be received electronically via Douglas County's BidNet online bidding platform on or before Thursday, March 5, 2026 at 2:00 PM. Responses received after this date and time will not be accepted. Douglas County reserves the right to waive informalities, to reject any or all proposals, to evaluate proposals, to accept portions of any proposal, and to award a contract in a manner deemed to be in the best interest of the County. The County also reserves the right to add to or delete from the contract after award, as permitted by law and funding requirements. No proposal will be received or accepted after the specified date and time of the proposal opening. Bids submitted after the designated date and time will be deemed invalid and returned unopened to the bidder.
