DOCUMENT 001116 - ADVERTISEMENT FOR BIDS 1.1 PROJECT INFORMATION A. Notice to Bidders: Qualified bidders are invited to submit bids for Project as described in this Document according to the Instructions to Bidders. Retain "Design-Builder" Paragraph below for design-build projects. B. Construction Contract: Bids will be received for construction of  A New Facility For Reagan Mass Transit District, Oregon, Illinois. Revise subparagraphs below to correspond to the delivery system applicable to Project. Revise below if using construction management or design-build project delivery methods. 1. General Contract (all trades). 1.2 BID SUBMITTAL AND OPENING Revise first paragraph below to suit Project. Retain bid date and time consistent with recommended local practices. A. Owner will receive sealed bids until the bid time and date at the location indicated below. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows: 1. Bid Date: APRIL 9, 2026 2. Bid Time: 2:00 p.m. local time. 3. Location: Training Room at the office of Larson and Darby, Inc., 4949 Harrison Avenue, Suite 100, Rockford, IL 61108. 4. Submit Sealed Bids To: Mr. Greg Gates - Director, Reagan Mass Transit District, c/o Larson & Darby Group, 4949 Harrison Avenue, Suite 100, Rockford, Illinois 61108. B. Bids will be thereafter publicly opened and read aloud. 1.3 BID SECURITY A. Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 60 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities. 1.4 PREBID CONFERENCE A. A MANDATORY Prebid conference for all general contractor bidders will be held at Larson & Darby's office Training Room at 4949 Harrison Ave, Suite 100, Rockford, IL 61108 on MARCH 20, 2026 at 10:00 a.m., local time. Prospective bidders are requested to attend. B. Any questions still remaining after the Pre-Bid Meeting must be submitted to the ARCHITECT in writing via e-mail jwinkelmann@larsondarby.com with copy to DocumentAdmin@larsondarby.com no later than MARCH 26, 2026. All such questions will be answered no later than APRIL 2, 2026. Questions submitted after March 26, 2026, but before March 30, 2026 may or may not be answered at REAGAN MTD discretion and any question submitted after that will not be answered unless the information requested is significant enough to delay the bid opening 1.5 DOCUMENTS Retain "Printed Procurement and Contracting Documents" or "Online Procurement and Contracting Documents" Paragraph below and revise to suit Project. A. Procurement and Contracting Documents: Obtain access after March 12, 2026 by contacting Architect. Online access will be provided to all registered bidders and suppliers. B. Bidding Document Availability: A link to PDF electronic versions of each of the Bid Documents will be provided for each bidder at no charge to the Bidder. Awarded Bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time. 1.7 BIDDER'S QUALIFICATIONS Typically retain first paragraph below for private projects. A. Bids will be accepted only from bidders suitably qualified and experienced to be responsible for the work. Bidders must have a Dun and Bradstreet Data Universal Number System (DUNS) number that must be included on the bid form. As applicable, the bidders' Unique Entity Identifier (UEI) is also requested for inclusion on the form.  B. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, a separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder. 1.8 DBE GOALS A. DBE Companies shall NOT BE REQUIRED for the Work of this Contract. See Reagan MTD Contract Terms. 1.9 LIQUIDATED DAMAGES A. Work of this contract is not subject to liquidated damages.
