The Board of Education for Springfield School District #186 will receive sealed bids from prequalified general contractors at its Administrative Service Center, 530 West Reynolds Street, Springfield, Illinois, 62702 for:

Bids shall be delivered in a sealed bid envelope to the Springfield School District #186, Administrative Service Center, 530 West Reynolds Street, Springfield, Illinois, 62702, prior to 1:00 p.m. prevailing time, Tuesday, March 3, 2026.
Bid Date Change: Thursday, March 5, 2026 at 3:00 p.m. prevailing time
Generally, the work includes: Construction of a parking lots, sidewalks, and site lighting at Springfield Southeast High School. Work to commence upon notice of award and be complete by August 7, 2026.
Bids shall include:
 1. Properly completed Proposal Form in duplicate.
 2. Bid Deposit in the amount of 10% of Bid.
 3. Not less than the prevailing hourly wage rate as determined by the Illinois Department of Labor pursuant to Illinois Revised Statutes, Ch. 489, Sec. 39s-1 et. seq.
4. Information for minority owned businesses which will perform at least a percentage of the work specified in the project and the proposal dollar value of the work.
All bidders are strongly encouraged to register and obtain bid documents via Graham & Hyde Architects' online plan room at https://www.grahamandhydeplans.com. All addenda and communication will be delivered to bidders from the plan room site.
All Bidders are advised that all work of this Contract shall be subject to the provisions of the "Illinois Prevailing Wage Act". Prevailing wage rates have been determined and are on file at the Office of the State of Illinois Department of Labor, telephone (217) 782-6206.
All Bidders shall submit and enclose with their bid a notarized certification that the Contractor is not barred from bidding on the Contract as a result of a violation of either Section 33 E-3 or 33 E-4 of Article 33E, Public Act 85-1295 (Senate Bill 2002) effective January 1, 1989. Certification is located in the Proposal Form, Section 00300, of this Project Manual.
Bids shall be accompanied by a bid bond in the amount of 10% of Bid, made payable to the Springfield School District #186. Failure of Bidders to submit bid bond or cashier's check in the amount of 10% of the bid shall be cause for rejection of bid.
Successful Bidder will be required to provide Surety Performance Bond and Payment Bond, each equal to 100% of the Contract cost on prescribed forms within ten (10) days after notice of acceptance is issued by Owner. Surety on bond shall be by a duly authorized U. S. Treasury Backed company licensed to do business in the State of Illinois, acceptable to Owner.
Bidders are required to be signatory to the Project Labor Agreement (PLA) between the Springfield School District #186 and the Central Illinois Building and Construction Trades Council.
A Pre-Bid Meeting will be conducted on Thursday, February 19, 2026, at 10:00 a.m. at Springfield Southeast High School.
The Board of Education for Springfield School District #186 reserves the right to reject any or all bids and reserves the right to waive any irregularity in bidding, which in their considered opinion is warranted. No bid shall be withdrawn for sixty (60) days after opening of bids without written consent of the Owner.
