NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the County Board of Lake County, Illinois, will hold a public hearing at the University Center of Lake County, Multi-Purpose Rooms 142,143 and 144, 1200 University Center Drive, Grayslake, Illinois, 60030, beginning at 2:00 p.m. to 4:30 p.m. and 6:00 p.m. to 9:00 p.m. on Monday, May 18, 2026, for the purpose of considering the application filed on February 13, 2026 by the Applicant, Waste Management of Illinois, Inc., a Delaware corporation, whose address is 720 East Butterfield Road, Lombard, Illinois 60148, requesting local siting approval for the development of the Meadowview Material Transfer Facility (Subject Site or Facility) located in Lake County, Illinois (“Application”). The public hearing will be continued on May 19-21, if necessary. Future times for continuance of the public hearing will be set at the close of the first day by the Hearing Officer and made available on the County website at Solid Waste Transfer Application and Process/Lake County, IL. The public hearing will be conducted pursuant to applicable provisions of law, including the Illinois Environmental Protection Act, 415 ILCS 5/39.2, as amended, and the Lake County Siting Ordinance (Lake County Code, Chapter 50) found on the County website. The Subject Site is a 10.9-acre property and is located on Illinois Route 83 approximately three-quarters (3/4) of a mile north of the intersection of Illinois Route 83 and Peterson Road in unincorporated Lake County, Illinois. Part of the site is owned by Waste Management of Illinois, Inc., and part is owned by Countryside Landfill, Inc. The Facility intends to commence operation in 2028 and accept for transfer on average 500 tons per day, maximum 1000 tons per day, of municipal solid waste, recyclables and construction and demolition debris generated by residential, commercial and industrial sources in Lake County. The probable life of the Facility is indefinite. The Application is on file with the Lake County Board and is available for public inspection at the Office of the Lake County Clerk, 18 N. County Street, Waukegan, Illinois 60085. Copies of the Application may be obtained from the County Clerk upon payment of the actual cost of reproduction. The Application and public record is available for public review on the County website and in the Office of the County Clerk. Any person, group, or party who desires to participate in the public hearing by providing sworn testimony or submission of written questions shall file an appearance with the County Clerk at least ten days prior to the May 18 hearing pursuant to §50.47 of the County Siting Ordinance. In addition, all participants shall file with the County Clerk at least ten days prior to the hearing an original plus two copies of any reports, studies, exhibits, or other evidence or copies thereof, other than testimony, which the participant desires to submit for the record at the public hearing pursuant to §50.48 of the County Siting Ordinance. The Hearing Officer, in their sole and absolute discretion, may allow for the admission of evidence at the public hearing, or any continuance thereof, otherwise required to be filed with the Office of the County Clerk in accordance with the County Siting Ordinance. Any person may file a written comment with the County Clerk concerning the appropriateness of the proposed facility for its intended purpose. In making its final determination whether to approve the Application, the County Board will consider any such comment received or postmarked not later than thirty (30) days after the date of the last public hearing thereon. Said written comments must be sent or delivered to the Lake County Clerk, 18 N. County Street, Waukegan, Illinois 60085.
