BOARD OF TRUSTEES
ROCK RAPIDS UTILITIES
APRIL 27, 2026, at 3:30 P.M.
The Board of Trustees met in Regular Session with Chairperson Rhonda Menning presiding. Present were Trustees Rhonda Menning, Brendan Metzger, Sam Halse and ex-officio Ryan Ackerman. Also present were General Manager Jennifer Wippert and Board Secretary Nicole Koll.
Moved by Trustee Metzger, seconded by Trustee Halse and passed 3-0 to approve the agenda.
Nick Fahey with Muniworth Innovations joined the meeting via Zoom at this time to discuss their proposal. He left the meeting after the presentation concluded.

RESOLUTION NO. 08-26 RESOLUTION ESTABLISHING REVISED RATES FOR SERVICE FOR CUSTOMERS OF ELECTRIC UTILITY
BE IT RESOLVED, by the Board of Trustees of the Rock Rapids Municipal Utilities, that Rates for Electric Service are hereby established as follows:
SECTION 1. Residential Service
Applicable To: Residential customers for all domestic users in single-family dwellings and individually metered apartments within the service territory of the Rock Rapids Municipal Electric Utility, including use of motors of not more than five horsepower individual capacity. Space heating and air conditioning shall be served under this schedule.
Service Available: Single-phase, 60 hertz, 120/240 volt, 400-amp maximum, three-wire, single meter. Monthly Rate: Service Charge $17.50 Plus Energy Charge: September through May $0.084 per kWh, June through August $0.102 per kWh. Minimum Monthly Bill $17.50
SECTION 2. Commercial Service, Single-Phase
Applicable To: Any commercial, industrial, city or farm load within the service territory of the Rock Rapids Municipal Electric Utility, for all purposes.
Service Available: Single-phase, 60 hertz, 120/240 volt, 400-amp maximum, three-wire, single meter. Monthly Rate: Service Charge $24.50 Plus Energy Charge: September through May $0.090 per kWh, June through August $0.110 per kWh. Minimum Monthly Bill $24.50
SECTION 3. Commercial Service, Three-Phase
Applicable To: Any commercial, industrial, city or farm load within the service territory of the Rock Rapids Municipal Electric Utility, for all purposes. Includes all three-phase users.
Service Available: Three-phase, 60 hertz, 240/120V, 208Y/120V, or 480Y/277V four wire or standard primary voltage available at point of delivery. Special voltages may be provided at the discretion of the Utility. Utility furnishes only one transformer bank and/or one meter.
Monthly Rate: Service Charge $55.50 Plus Energy Charge $ 0.032 per kWh, Plus Demand Charge: September through May $13.93 per kW, June through August $18.20 per kW. Minimum Monthly Bill $55.50 plus demand charge
Metered Demand: The metered demand for any month shall be the maximum kilowatt demand established by the consumer for any fifteen-minute interval during the month as indicated or recorded by a demand meter.
Power Factor Adjustment: If the customers average monthly power factor falls below 90 percent, leading or lagging, the Utility may adjust the metered demand by the ratio of 90 percent to the measured average monthly power factor in percent. Example: Metered Demand = 739 kW, Average Monthly Power Factor = 73.0 %, Ratio = 90 / 73 = 1.2329, Adjusted Demand = (739) (1.2329) = 911 kW
Adjusted Demand: The adjusted demand consists of the metered demand adjusted for power factor, if applicable.
Billing Demand: The demand to be billed shall be the adjusted demand for the month but not less than 30 percent of the highest adjusted demand during the preceding 11 months.
Primary Metering: The Utility will furnish and install primary metering when service is taken by the consumer and metered at primary voltage. The consumer owns and installs all necessary primary and transformers beyond point of service. A two percent discount will apply to demand and energy charges to allow for losses and investment return. If service is taken at primary voltage (that is, customer owns primary and transformers) and metered at secondary voltage, a one percent discount will apply to demand and energy charges to allow for investment return.
SECTION 4. Street Lighting
Applicable To: Street lighting within the City of Rock Rapids that is charged to the City of Rock Rapids. Energy Charge $0.127 per kwh
SECTION 5. The rates established in this resolution shall become effective with the first full billing period beginning on or after July 1, 2026, at which time the previously adopted rate schedule (Resolution No. 08-25) shall be deemed to be repealed.
At this time, Utility Coordinator Tanner Vogl joined the meeting to discuss ongoing projects and address Board concerns and questions. He left the meeting after the discussion concluded.

RESOLUTION NO. 09-26 RESOLUTION ESTABLISHING INCREASED RATES FOR ALL USERS OF THE TREATMENT WORKS OF THE SEWAGE UTILITY
SECTION 1. Resolution No. 7-80, entitled Resolution establishing regulations governing municipal sewer system connections and uses and providing for sewer rental, is hereby amended by repealing Section 4.0404 thereof and adopting a new Section 4.0404 in lieu thereof as follows:
4.0404 USER CHARGES. A charge is hereby levied on all users of the treatment works for the cost of operation and maintenance of such works according to the following schedule and in compliance with Section 4.0403 of this article.
1. Class I - Commercial and Residential. There is hereby established as Class I users, all users of the treatment works based on their estimate of measured proportional contribution to the total treatment works loading. The charge, rate or rental to Class I contributors shall be fixed and computed as follows: A. Monthly charge equals (A) + (B). (A) Service charge $56.00, (B) $5.40 Per 1,000 gallons of water used. Minimum monthly charge $56.00, Unmetered monthly flat rate charge* $61.00. *water from private supply
2. Class II - Industrial. There is hereby established as Class II users, all users of the treatment works having similar flows and wastewater characteristics; i.e., levels of biochemical oxygen demand, suspended solids, or other pollutant concentrations exceeding the range of concentration of these pollutants in normal domestic sewage. The charge rate or rental to Class II contributors shall be fixed by resolution of the board in the event such a contributor(s) exists. The Class II user charge shall conform to Section 4.0403 of this article and Appendix B or 40 CFR 35.9000.
SECTION 2. The rates established in Section 1 of this resolution shall become effective with the billing period beginning on or after July 1, 2026, at which time the previously adopted rate shall be deemed to be repealed.
Trustee Metzger introduced Resolution No. 10-26 RESOLUTION TRANSFERRING $8,000.00 TO THE CITY GENERAL FUND AND THE CITY SANITARY SEWER FUND and moved its adoption. Trustee Halse seconded the motion to adopt. On roll call vote, the motion passed 3-0.
Moved by Trustee Menning, seconded by Trustee Metzger and passed 3-0 to approve hardware proposal from Digit-All Technologies in the amount of $31,703.03.
Discussion was held regarding the proposal from Muniworth. Board would like to discuss further at the next regular meeting in May.
Moved by Trustee Halse, seconded by Trustee Metzger and passed 3-0 to approve amendment to the Safety Services Agreement with IAMU.
It was noted that the next meeting of the Board of Trustees would be held on May 27, 2026, at 3:30 P.M. at 310 S. Third Avenue, Rock Rapids, Iowa.
