SECTION 001113 ADVERTISEMENT FOR BIDS NOTICE IS HEREBY GIVEN that sealed Bid Proposals will be received by East Windsor Municipal Utility Authority, 7 Wiltshire Drive East Windsor, NJ 08520 for: Administration and Maintenance Building 147 Millstone Road East Windsor, NJ 08520 In accordance with Drawings and Project Manuals, Commission No. 21M009, dated March 31, 2026, together with all work incidental thereto as prepared by the SPIEZLE ARCHITECTURAL GROUP, INC., 1395 Yardville Hamilton Square Road, Suite 2A, Hamilton, New Jersey, 08691. Sealed bids for the above must be received as a Single Lump Sum Bid by the East Windsor Municipal Utility Authority, Mr. Richard Brand, Executive Director at the Administration Building located at 7 Wiltshire Drive East Windsor, NJ 08520 by 2:00 PM on June 3, 2026, at which time all bids will be opened and read to the public immediately thereafter. Neither the Owner, nor the Architect will assume any responsibility for bids mailed or misdirected in delivery. No bid may be withdrawn for a period of sixty (60) calendar days from the opening of the bids. The scope of work for the project includes the construction of two (2) buildings at the project site. Building One is a structure to house the administrative functions of the EWMUA and Building Two is a structure to house the maintenance operations of the EWMUA. In addition to the structures, both buildings require full electrical, HVAC, and Plumbing systems. Site work includes foundation excavation, connection of public utilities at the street, and regrading of the site. Contract work on site will be required to be complete within 550 calendar days. Complete sets of Bidding Documents will be available on Spiezle's website at www.spiezle.com/currentbidding/. You will be required to fill out the online contact form to obtain the bidding documents. Should you have any questions, please contact the Architect's office at 866-974-7666. This contract is expected to be funded in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure Trust. Neither the State of New Jersey, the New Jersey Environmental Infrastructure Trust nor any of their departments, agencies or employees is, or will be, a party to this contract or subcontract or any lower tier contract or subcontract. This contract or subcontract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10. All bidders must use and complete all bid forms provided in the manner designated and must comply with all requirements contained in the instructions and specifications. Bids shall be placed in a sealed envelope with the name of the project clearly marked on the front of the envelope and accompanied by a bid guarantee in the form of a Certified Check, Cashier's Check, or Bid Bond in the amount of Ten Percent 10% of the bid, but not more than $20,000. All applicable surety bonds required in connection with the advertisement and award of building contracts or subagreements must be written by a surety company listed on the Federal Treasury List (Department Circular 570Surety Companies Acceptable on Federal Bonds), incorporated herein by reference. No pre-bid conference is scheduled at this time. Bidders who wish to visit the project site in person may do so before or after normal work hours (8:30AM-3:45PM) and by contacting Richard Brand, Executive Director at 609-443-6000 Ext. 7600 to schedule an appointment. Due to the special nature of the work involved that can only be seen by an in-depth visitation, bidders are STRONGLY ENCOURAGED to visit the project site as an integral and important element of the bidding process so that all bidders have an equal understanding of the scope of work involved. SINGLE-OVERALL CONTRACT BID Sealed Bid Proposals shall be received as follows: Bidders are required to comply with requirements of N.J.S.A. 10:5-1 et seq., "The Law Against Discrimination," and affirmative action, N.J.S.A. 10:5-31 et seq. and N.J.AC. 17:27-1 et seq. In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a)24 and 4.17(a)24, the contractor (subcontractor) shall comply with all of the provisions of N.J.A.C. 7:22-9. N.J.A.C. 7:22-3.17(a)24, 4.17(a)24, 6.17(a)24 and 7:22A-2.4(a) provide that a goal of not less than 10 percent be established for the award of contracts to small business concerns owned and controlled by one or more socially and economically disadvantaged individuals. The goal of 10 percent applies to the total amount of all contracts for building, materials and equipment, or services (including planning, design and building related activities) for a construction project. The project sponsor has identified that the SED utilization goal for this project is: 10% In accordance with N.J.A.C. 7:22-9.7 awards will be made only to socially and economically disadvantaged business concerns that are certified by the New Jersey Commerce, Economic Growth and Tourism Commission, the New Jersey Department of Transportation, the Port Authority of New York and New Jersey, New Jersey Transit or other agencies deemed appropriate by the Office as eligible minority businesses or female businesses. The invitation to bid is on an unrestricted basis whereby the successful bidder must fulfill the SED utilization requirements. All bidders and their subcontractors shall be registered with the New Jersey Department of Labor and Workforce Development, pursuant to the Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq. Prior to award, bidder must provide a Certificate issued by the New Jersey Department of Labor, pursuant to the Public Works Contractor Registration Act, and a New Jersey Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue for the bidder and all subcontractors (i.e., "named subcontractors") whose prices are included in the Contractor's bid. Pursuant to N.J.S.A. 52:32-44 Business Registration of Public Contractors, Prior to award, bidder and all named subcontractors must provide a New Jersey Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue of the Bidder and must include that of all subcontractors i.e., "named subcontractors", whose prices are included in the Contractor's bid. If not included with the bid, these documents must be submitted prior to award. The Owner reserves the right to reject all bids and waive any minor informality in the bidding process in accordance with the law.. The Contract, if awarded, shall be awarded to the lowest responsible bidder whose bid is responsive in all material respects to the bid requirements. No bid shall be deemed accepted until the adoption of a formal resolution by the Owner.
