REQUEST FOR PROPOSALS - #04-26 FOR CUSTODIAL, GROUNDS AND MANAGEMENT SERVICES February 25, 2026 NOTICE is hereby given that the South Plainfield Board of Education is accepting sealed Proposals in accordance with N.J.S.A.18A:18A-4.1, et seq., for Custodial, Grounds and Management Services contract until 10:00 a.m. on March 18, 2026. Proposals shall be submitted on the required forms, in a sealed container labeled Custodial, Grounds and Management Services Contract and delivered to the Office of the Business Administrator as provided below: South Plainfield Board of Education Attn: Alex Benanti, Business Administrator 125 Jackson Avenue South Plainfield, NJ 07080 The Board assumes no responsibility for proposals that are improperly mailed or misdirected. All interested Proposers are encouraged to attend the pre-proposal conference and tour to be held on March 3, 2026, at 10:00 a.m. at the Administration Building, 125 Jackson Avenue, South Plainfield, NJ 07080. Attendance is strongly recommended. No other walk-through will be permitted. Please note proposers are restricted to no more than two people attending. Attendance is not mandatory but is strongly recommended. Failure to attend does not relieve the Proposer of any obligations or requirements. Prior to and after the pre-proposal conference, no oral interpretation will be made to any company regarding the meaning of the specifications. A tour of buildings will be offered immediately following the conclusion of the pre-proposal conference. Upon release of this Request for Proposals (RFP), all Proposer communications concerning this information request must be directed in writing no later than 4:00 p.m. on March 5, 2026, to the Business Administrator. Any lobbying regarding this RFP with any elected, appointed official or employee of the school district can and shall result in disqualification. Any oral communications shall be considered unofficial and non-binding on the District. Pursuant to N.J.S.A. 52:32-44 the District recommends all proposals be accompanied by a New Jersey Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue and Enterprise Services. As part of the procurement schedule, the Proposer must submit its Business Registration Certificate prior to award. No proposal may be withdrawn for a period of sixty (60) days after the date set for the opening thereof. The contract will be awarded to the Proposer whose proposal is determined to be the most advantageous to the District, price and other factors considered. The contract will be awarded in accordance with the Competitive Contracting provisions of the Public School Contracts Law, N.J.S.A. 18A:18A-4.1 et seq. The South Plainfield Board of Education reserves the right to reject all Proposals in accordance with N.J.S.A 18A:18A-22 and to accept or waive minor informalities or non-material deviations at its discretion, as permitted under the law. All interested Proposers are required to comply with the anti-discrimination provisions of N.J.S.A. 10:2-1 et seq., the requirements of Affirmative Action under N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. No vendor that is debarred, suspended, or otherwise disqualified under applicable State or Federal law shall be eligible to be awarded the contract.
